About this file
This is a Notice of Intent to Submit a Proposal form for RFP #10991 issued by the Florida Department of Juvenile Justice (DJJ). The RFP seeks a non-profit organization to implement a pilot program in Miami-Dade County serving youth simultaneously involved in the delinquency and dependency systems. The program requires unified case managers cross-trained in child welfare and juvenile justice, along with an intensive in-home multidisciplinary team of behavioral health professionals to deliver therapeutic interventions and coordinate care across agencies. The Notice of Intent to Submit a Proposal must be submitted to Bethany Richardson, Procurement Manager at the DJJ Bureau of Procurement and Contract Administration, by the deadline specified in the Calendar of Events (Attachment B, Section IV.A). The full proposal is due by January 1, 2026, with the contract period running from January 1, 2026, through December 31, 2030. Technical assistance is available through Bryant Wombles at William.Wombles@fldjj.gov or (850) 717-2606.
The program targets serving 130 youth per day over 170 service days with an annual maximum contract amount of $2,733,686, equating to a unit price of $5.65 per youth per day. Respondents must be non-profit organizations with at least two years of experience serving at-risk youth and hold a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County. Tie-breaking preferences are available for Certified Minority Business Enterprises, Service Disabled Veteran's Business Enterprises, and Florida Business certifications. Proposing organizations must demonstrate tax-exempt status, submit a Foreign Country of Concern Attestation form, and achieve a Supplier Evaluation Risk (SER) score of 5 or less based on Dun & Bradstreet Business Information Reports. Evaluation occurs on a 1,500-point scale assessing management capability, case management approaches, therapeutic interventions, staffing, and records documentation. A comprehensive budget proposal detailing personnel, contracted staff, expenses, and support expenditures with documentation of matching funds is required.
