About this file
This is an Informational Notice issued by the Florida Department of Juvenile Justice (DJJ) regarding RFP #10991 for a pilot program serving youth in Miami-Dade County who are dually involved in the delinquency and dependency systems. The RFP seeks a non-profit organization to implement a comprehensive case management program featuring unified case managers cross-trained in child welfare and juvenile justice, along with an intensive in-home multidisciplinary team of behavioral health professionals to deliver therapeutic interventions and care coordination across agencies. The notice announces the cancellation of two previously scheduled meetings: the Evaluation Team Briefing Conference Call originally scheduled for November 24, 2025 at 10:00 AM ET and the Evaluation Team Debriefing Conference Call originally scheduled for December 19, 2025 at 9:00 AM ET. The full proposal submission deadline is January 1, 2026, with the contract period expected to run from January 1, 2026 through December 31, 2030. Recordings of any held conference calls are made available at the DJJ website within 48 hours of conclusion.
The procurement is restricted to non-profit organizations and employs a 1,500-point evaluation scale assessing management capability, case management approaches, therapeutic interventions, staffing, and records documentation. Proposing organizations must demonstrate at least two years of experience serving at-risk youth and maintain a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County. The program targets serving 130 youth per day over 170 service days with an annual maximum contract amount of $2,733,686, representing a unit price of $5.65 per youth per day. Financial viability is assessed using Dun & Bradstreet Business Information Reports with a required Supplier Evaluation Risk score of 5 or less. Tie-breaking preferences are available for Certified Minority Business Enterprise, Service Disabled Veteran's Business Enterprise, and Florida Business certifications. Applicants must provide documentation of tax-exempt status and submit a Foreign Country of Concern Attestation form. Comprehensive budget proposals detailing personnel, contracted staff, expenses, and support expenditures with matching funds documentation are required.
