About this file
This is a Notice of Intent to Submit a Proposal form issued by the Florida Department of Juvenile Justice (DJJ) for RFP #10991, which seeks a non-profit organization to implement a pilot program serving dually-involved youth in Miami-Dade County. The program requires the selected provider to establish comprehensive case management services with unified case managers cross-trained in child welfare and juvenile justice, supplemented by an intensive in-home multidisciplinary team of behavioral health professionals to deliver therapeutic interventions and coordinate care across delinquency and dependency systems. The Notice of Intent to Submit a Proposal must be received by the deadline specified in the Calendar of Events (Attachment B, Section IV.A) and submitted to Bethany Richardson, Procurement Manager, at the DJJ Bureau of Procurement and Contract Administration. The full proposal submission deadline is January 1, 2026, with the contract period running from January 1, 2026, through December 31, 2030. Technical assistance is available through Bryant Wombles at William.Wombles@fldjj.gov or (850) 717-2606.
The annual maximum contract amount is $2,733,686, calculated at a unit price of $5.65 per youth per day, serving 130 youth per day over 170 service days annually. Respondents must be non-profit organizations with at least two years of experience serving at-risk youth and must hold a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County. Evaluation will be conducted on a 1,500-point scale assessing management capability, case management approaches, therapeutic interventions, staffing, and records documentation. Tie-breaking preferences are available for Certified Minority Business Enterprise, Service Disabled Veteran's Business Enterprise, and Florida Business certifications. Proposers must demonstrate tax-exempt status, submit a Foreign Country of Concern Attestation, and achieve a Supplier Evaluation Risk (SER) score of 5 or less based on Dun & Bradstreet Business Information Report. A comprehensive budget proposal detailing personnel, contracted staff, expenses, and support expenditures must be submitted, with explicit documentation of matching funds and adherence to specified funding limits.
