About this file

This Informational Notice, issued by the Florida Department of Juvenile Justice (DJJ) on November 21, 2025, serves as an amendment to RFP #10991 for the procurement of a pilot program serving youth in Miami-Dade County who are involved in both the delinquency and dependency systems. The RFP seeks a non-profit organization to establish unified case management with staff cross-trained in child welfare and juvenile justice, along with an intensive in-home multidisciplinary team of behavioral health professionals to provide therapeutic interventions and care coordination. The notice cancels two previously scheduled conference calls: the Evaluation Team Briefing Conference Call originally set for Monday, November 24, 2025, at 10:00 AM ET and the Evaluation Team Debriefing Conference Call originally scheduled for Friday, December 19, 2025, at 9:00 AM ET. The full proposal submission deadline is January 1, 2026, and the contract period is expected to run from January 1, 2026, through December 31, 2030. Recordings of any held conference calls are made available on the DJJ website within 48 hours of the call's conclusion.

The RFP is restricted to non-profit organizations with at least two years of experience serving at-risk youth and a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County. The program will serve 130 youth per day over 170 service days, with an annual maximum contract amount of $2,733,686 (approximately $5.65 per youth per day). Proposers must demonstrate financial viability with a Dun & Bradstreet Supplier Evaluation Risk (SER) score of 5 or less and submit documentation of tax-exempt status and a Foreign Country of Concern Attestation. The evaluation will be conducted on a 1,500-point scale, assessing management capability, case management approaches, therapeutic interventions, staffing, and records documentation. Tie-breaking preferences are available for Certified Minority Business Enterprises, Service Disabled Veteran's Business Enterprises, and Florida Business certifications. Proposers must submit comprehensive budgets detailing personnel, contracted staff, expenses, and support expenditures, with explicit documentation of matching funds adhering to specified funding limits.
