About this file
This attachment to RFP #10991 issued by the Florida Department of Juvenile Justice establishes tie-breaking certification preferences for the procurement of a delinquency-dependency case management pilot program in Miami-Dade County. The RFP seeks a non-profit organization to implement a comprehensive case management program serving youth simultaneously involved in delinquency and dependency systems, with an expected contract period running from January 1, 2026, through December 31, 2030. The full proposal submission deadline is January 1, 2026, and the procurement evaluation will be conducted on a 1,500-point scale assessing management capability, case management approaches, therapeutic interventions, staffing, and records documentation. The program must serve 130 youth per day over 170 service days annually and requires the selected provider to establish unified case managers cross-trained in child welfare and juvenile justice, supported by an intensive in-home multidisciplinary team of behavioral health professionals.
The tie-breaking certification preferences, listed in order of precedence, include: Drug Free Workplace certification per Florida Statutes section 287.087; Certified Minority Business Enterprise (CMBE) designation per section 287.057(11); Service Disabled Veteran's Business Enterprise certification per section 295.187(4); Florida Business status per section 287.084; and Foreign Manufacturer with a Factory in Florida per section 287.092. Respondents checking "True" for CMBE or Service Disabled Veteran's Business Enterprise designations must provide their net worth amount and, in the event of a tie, submit documentation supporting all certifications claimed. The annual maximum contract amount is $2,733,686, translating to a unit price of $5.65 per youth per day. Proposing organizations must demonstrate at least two years of experience serving at-risk youth, maintain a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County, provide documentation of tax-exempt status, submit a Foreign Country of Concern Attestation form, and achieve a Supplier Evaluation Risk (SER) score of 5 or less based on Dun & Bradstreet Business Information Report findings.
