About this file
This is a Tie-Breaking Certifications attachment for RFP #10991, issued by the Florida Department of Juvenile Justice, establishing preference criteria for award decisions when multiple proposals are deemed equal in price, quality, and service. The RFP seeks a non-profit organization to implement a pilot case management program in Miami-Dade County serving youth involved in both delinquency and dependency systems. The program must operate from January 1, 2026, through December 31, 2030, with services provided to 130 youth per day over 170 service days annually. The full proposal submission deadline is January 1, 2026, and a Notice of Intent to Submit a Proposal is required by a specified earlier date. The solicitation is restricted to non-profit organizations with at least two years of experience serving at-risk youth and a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County.
The tie-breaking certification hierarchy, in order of precedence, includes: Drug-Free Workplace certification per Florida Statutes section 287.087; Certified Minority Business Enterprise (CMBE) designation per section 287.057(11); Service Disabled Veteran's Business Enterprise certification per section 295.187(4); Florida Business status per section 287.084; and Foreign Manufacturer with a Factory in Florida per section 287.092. For CMBE and Service Disabled Veteran designations, respondents must provide their net worth documentation. The annual contract amount is capped at $2,733,686, representing a unit price of $5.65 per youth per day. Respondents must submit comprehensive budget proposals detailing personnel, contracted staff, expenses, and support expenditures, with documentation of matching funds and adherence to specified funding limits. Additionally, all proposing organizations must provide a Dun & Bradstreet Business Information Report with a required Supplier Evaluation Risk score of 5 or less, tax-exempt status documentation, and a Foreign Country of Concern Attestation form.
