About this file

This is a Notice of Agency Decision issued by the Florida Department of Juvenile Justice announcing the final contract award for RFP #10991, a Delinquency-Dependency Case Management Pilot program. The notice identifies Citrus Health Network, Inc. as the selected vendor for this procurement, which seeks to implement a comprehensive case management program serving youth in Miami-Dade County who are simultaneously involved in the delinquency and dependency systems. The pilot program requires unified case managers cross-trained in child welfare and juvenile justice, along with an intensive in-home multidisciplinary team of behavioral health professionals to deliver therapeutic interventions and coordinate care across agencies. The contract period is expected to run from January 1, 2026, through December 31, 2030, with the program targeting service delivery to 130 youth per day over 170 service days annually.

The Notice of Agency Decision establishes a 72-hour protest period commencing Monday, December 15, 2025, at 9:00 a.m. EST and concluding Thursday, December 18, 2025, at 9:00 a.m. EST, excluding state holidays and weekends. Any protests must be filed with the General Counsel's Office and must include a bond equal to 1% of the estimated contract amount. The annual maximum contract amount for this procurement is $2,733,686, translating to a unit price of $5.65 per youth per day. The solicitation was restricted to non-profit organizations with at least two years of experience serving at-risk youth and a current contract with the Department of Children and Families as the community-based care lead agency for Miami-Dade County. Evaluation was conducted on a 1,500-point scale assessing management capability, case management approaches, therapeutic interventions, staffing, and records documentation, with preference designations available for Certified Minority Business Enterprises, Service Disabled Veteran's Business Enterprises, and Florida Business certifications.

Please also provide a copy of the Intent to Protest to the Department’s Procurement Manager responsible for this solicitation.

Failure to file a protest within the time prescribed in section 120.57(3), F.S., or failure to post the bond or other security required by law within the time allowed for filing a bond, shall constitute a waiver of proceedings under Chapter 120, F.S. Written notices, formal requests and proceedings must conform to the requirements set forth in Chapter 28-110, F.A.C.

Any person who files an action protesting a decision or intended decision pertaining to contracts administered by the department or agency pursuant to section 120.57(3), F.S., shall post with the department or the agency at the time of filing the formal written protest a bond payable to the department or agency in an amount equal to 1% of the estimated contract amount. The estimated contract amount shall be based upon the contract price submitted by the protestor or, if no contract price was submitted, the department or agency shall estimate the contract amount based on factors including, but not limited to, the price of previous or existing contracts for similar commodities or contractual services, the amount appropriated by the Legislature for the contract, or the fair market value of similar commodities or contractual services. In lieu of a bond, the department or agency may, in either case, accept a cashier's check, official bank check, or money order in the amount of the bond. If, after completion of the administrative hearing process and any appellate court proceedings, the department or agency prevails, it shall recover all costs and charges which shall be included in the final order or judgment, excluding attorney's fees. This section shall not apply to protests filed by the Office of Supplier Diversity. Upon payment of such costs and charges by the protestor, the bond, cashier's check, official bank check, or money order shall be returned to the protestor.
