About this opportunity
The City of Carmel Board of Public Works and Safety is procuring construction services for the 106th and Westfield Water Main Extension project through sealed competitive bidding via the City's e-Procurement Portal. The project involves the installation of approximately 800 linear feet of 12-inch water main utilizing either open cut or horizontal directional drilling (HDD) methods, with deliverables including the supply and installation of High Density Polyethylene (HDPE) SDR11 12-inch pipe via HDD, ductile iron 12-inch water main, complete hydrant assemblies, tapping saddles and valves, short-side water service connections, landscape restoration, driveway and pathway asphalt restoration, concrete and gravel driveway restoration, and fire hydrant relocation. Bidders must submit itemized proposals for both an open cut option and an HDD option, covering mobilization, maintenance of traffic, erosion control, construction engineering, water main installation, connections, hydrant assembly, services, and site restoration. The successful contractor must execute the agreement and deliver required bonds and insurance documents within three business days of award notice, provide 100 percent performance and payment bonds, maintain comprehensive general liability insurance with minimum limits of $6,000,000 general aggregate and $5,000,000 per occurrence, and provide a ten percent (10%) maintenance bond. Sealed bids are due by 9:00 a.m. on Wednesday, April 15, 2026, through https://procurement.opengov.com/portal/carmelin, with a mandatory pre-bid conference scheduled for Wednesday, April 8, 2026, at 9:00 a.m. in the Caucus Room on the 2nd Floor of City Hall. The project start date is May 2026 with substantial completion required by June 30, 2026, based on a Notice to Proceed issued on or before April 15, 2026; liquidated damages are set at $1,000 per day for delays beyond the substantial and final completion dates. Bidders must submit a bid bond or certified check equal to at least ten percent (10%) of the bid amount and must identify all subcontractors performing work valued at five percent (5%) or greater of the total bid amount, as well as specific manufacturers for all listed equipment, with equipment substitutions permitted only with prior written consent from the Owner.
There are no identified set-aside designations or restrictions limiting competition to disadvantaged enterprises or specific organization types; the contract will be awarded to the lowest responsive and responsible bidder where the bid is reasonable and does not exceed available funds. All contractors and subcontractors must enroll in and utilize the federal E-Verify system to verify employment eligibility of all employees assigned to project work and must submit E-Verify compliance documentation in the form of a computer screenshot of the bidder's business E-Verify webpage with their bid submission, with failure to include this documentation resulting in bid rejection and disqualification. No incumbent vendors or current contractors are identified in the procurement documents. All work is governed by the latest editions of Indiana Department of Transportation (INDOT) Standard Drawings and Standard Specifications, INDOT Supplemental Specifications, and City of Carmel Standards for Construction and Utility Standard Specifications and Details (2023), ensuring integration with existing municipal standards and specifications. Material acceptance requires all aggregate, concrete, and bituminous materials to come from approved sources with supplier certification. The project is funded by the City of Carmel, and no specific contract award value or budget range is disclosed in the procurement documents; however, all bids must be reasonable and not exceed available City funds. Bids may not be withdrawn within 30 days following the bid opening date.
