About this opportunity
The Department of State's Bureau of Global Health Security and Diplomacy invites applications to advance the America First Global Health Strategy through rolling Statements of Interest submissions due by February 14, 2027, under the Advancing Global Health Annual Program Statement (DFOP0017890).
Eligible applicants include U.S. and foreign private for-profit enterprises, institutions of higher education, organizations including faith-based entities, public international organizations, and governmental institutions. Cost sharing is not required. The parent grant program is PEPFAR (CFDA 19.029).
Total estimated funding across all addenda is up to $4.5 billion for up to 100 awards, subject to availability. Individual awards range from $500,000 to $250 million. Specific addenda currently open include Addendum I (Surveys and Surveillance, up to $80 million in up to 4 awards, SOI due September 15, 2026), Addendum K (Neglected Tropical Diseases, up to $162 million in up to 25 awards, SOI due October 30, 2026), Addendum G (Cameroon, up to $5.4 million in up to 3 awards, SOI due September 15, 2026), Addendum H (Côte d'Ivoire, up to $50 million in up to 3 awards, SOI due September 15, 2026), Addendum J (Mozambique, up to $180 million in up to 15 awards, SOI due September 15, 2026), and Addendum L (Nutrition, up to $115 million in up to 12 awards, SOI due October 30, 2026). Projects must be completed within five years or less.
The application process is two-phase. Phase 1 requires a five-page Statement of Interest (maximum 2,500 words) plus table of critical details and up to four one-page annexes, submitted through Grants.gov or MyGrants without standard federal forms. Selected applicants proceed to Phase 2 full application or participate in consultative program design. SOI merit review evaluates program idea quality, organizational capacity and grant experience, and program planning ability. Indirect costs must comply with 2 CFR 200, using negotiated rates or the 15 percent de minimis rate if no negotiated rate exists.
Synopsis
The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
