About this opportunity
The Department of State is soliciting applications to advance the America First Global Health Strategy through the Advancing Global Health Annual Program Statement, with Statements of Interest due February 14, 2027. Awards range from $500,000 to $250 million across up to 100 anticipated grants totaling $4.5 billion, subject to fund availability; cost sharing is not required but may be proposed. Eligible applicants include U.S. and foreign for-profit enterprises, institutions of higher education, nonprofit organizations including faith-based entities, Public International Organizations, and governmental institutions. Projects must be completed within five years or less and must be responsive to specific Addenda issued under the APS framework. The application process is two-phased: Phase 1 requires a five-page Statement of Interest narrative plus supporting annexes (up to four pages) submitted through Grants.gov or MyGrants on a rolling basis through quarterly submission windows; Phase 2 full applications are invited for selected SOIs and include SF-424 forms, executive summary, proposal narrative, budget narrative, monitoring and evaluation plan, and timeline. Merit review evaluates Statements of Interest against three equally-weighted criteria: Quality of Program Idea (responsiveness to APS priorities, feasibility, creativity), Organizational Capacity and Record on Previous Grants (expertise and experience), and Program Planning/Ability to Achieve Objectives (articulation of activities and expected results). Selected applicants receive one of three outcomes: not selected, recommended for consultative program design with Department subject matter experts, or recommended to proceed directly to Phase 2. Awards are issued as grants or cooperative agreements; cooperative agreements include substantial Department involvement in joint programmatic decisions and technical direction. Recipients must comply with 2 CFR Part 200, Promoting Human Flourishing in Foreign Assistance policies, trafficking in persons compliance certification, anti-discrimination certifications, Foreign Assistance Data Review reporting, and Leahy Law human rights vetting. Funding is prohibited for designated terrorist organizations, units of foreign security forces with credible human rights violations, UNRWA, mass-migration caravan activities, and FASC-prohibited unmanned aircraft systems. The opportunity is assigned to CFDA 19.029 (PEPFAR Programs).
Synopsis
The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
