About this opportunity

The Department of State is soliciting applications to advance the America First Global Health Strategy through its Advancing Global Health program, with Statements of Interest due February 14, 2027, across multiple country-specific and thematic funding windows. Applicant types are unrestricted. Cost sharing is not required and will not be evaluated in merit review. Awards may range from $500,000 to $250 million, with up to 100 anticipated awards and total estimated funding of up to $4.5 billion subject to funding availability.

The program operates through a rolling application process with quarterly submission windows. The current active windows include Round 2b (July 1–September 15, 2026) and subsequent rounds through February 14, 2027. Phase 1 requires submission of a Statement of Interest (SOI) limited to 5 pages or 2,500 words, responsive to specific Addenda addressing Department priorities. Organizations need not obtain a Unique Entity Identifier or SAM.gov registration for Phase 1 submission; both are required before Phase 2 full application submission. SOIs are submitted via Grants.gov or MyGrants and do not require letters of support, formal agreements, organizational past performance documentation, detailed budgets, or Monitoring and Evaluation plans at the SOI stage.

Active Addenda within the current window address Cameroon (up to $5.4 million, up to 3 awards), Côte d'Ivoire (up to $50 million, up to 3 awards), population-based surveys and surveillance (up to $80 million, up to 4 awards), and Mozambique (up to $180 million annually subject to availability, up to 15 awards). Earlier rounds included Child Protection (up to $52.6 million), Rapid Outbreak Response (up to $290 million), Philippines programming (up to $200 million), and Malawi (up to $35 million annually). Projects must be completed within five years or less. Merit review evaluates SOIs on three equally weighted criteria: Quality of Program Idea, Organizational Capacity and Record on Previous Grants, and Program Planning/Ability to Achieve Objectives. Selected applicants may advance directly to Phase 2 or participate in consultative program design with Department subject matter experts before advancing. Awards are issued as grants, cooperative agreements, or fixed amount awards. Cooperative agreements involve substantial Department involvement in joint programmatic decisions and technical direction. The program operates under CFDA 19.029 (PEPFAR).

Synopsis

The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
