About this opportunity
The Department of State's Bureau of Global Health Security and Diplomacy (GHSD) seeks eligible applicants to advance the America First Global Health Strategy through grants supporting projects that save lives, strengthen health systems, enhance efficiency, and foster self-reliance in global health initiatives. This Annual Program Statement (APS) establishes a framework through which organizations can submit Statements of Interest (SOIs) addressing health challenges and priorities signaled through specific Addenda, with current focus areas including child protection, outbreak response, and related global health priorities. Applicants must respond only to posted Addenda and submit five-page SOIs that include project title, target countries, funding amounts, issue description, proposed solution, anticipated outcomes, partner roles, and cost-share details in English via grants.gov or MyGrants. Merit Review Panels evaluate SOIs based on three criteria: quality of program idea, organizational capacity and grant administration experience, and program planning and ability to achieve objectives. Questions must be submitted by 11:59 p.m. EST March 27, with SOIs due by 11:59 p.m. EST May 31, followed by rolling quarterly deadlines through February 14, 2027.
Awards range from $500,000 to $250 million per project, with up to 100 total awards anticipated and approximately $4.5 billion in estimated total funding available, subject to appropriations. Project performance periods may extend up to five years, with specific Addenda indicating varying award quantities and funding levels—for example, the Child Protection Addendum offers up to $52.65 million for up to 5 awards, while the Outbreak Response Addendum provides up to $290 million for up to 10 awards. Projects will be implemented in partner countries identified through bilateral Memoranda of Understanding and specific Addenda, with successful Phase 1 SOI applicants either advancing directly to full Phase 2 applications or participating in consultative program design with Department of State subject matter experts.
Synopsis
The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
