About this opportunity
The Department of State's Bureau of Global Health Security and Diplomacy (GHSD) is soliciting projects that advance the America First Global Health Strategy through the Advancing Global Health Annual Program Statement (DFOP0017890). This opportunity supports health security initiatives across multiple focus areas, including rapid outbreak response, child development and protection, and integrated health systems strengthening, with implementation occurring overseas. Applicants must submit Statements of Interest (SOIs) as the first phase of a two-step application process, with SOI submissions accepted on a rolling basis in four quarterly windows, including the current window closing May 31, 2026 at 11:59 p.m. EST. Merit Review Panels will evaluate technically eligible SOIs using three equally weighted criteria: Quality of Program Idea, Organizational Capacity and Record on Previous Grants, and Program Planning/Ability to Achieve Objectives. All organizations must possess a Unique Entity Identifier and active SAM.gov registration before proceeding to Phase 2 applications. The questions deadline for Round 1 is March 27, 2026 at 11:59 p.m. EST.
Total estimated funding for this opportunity is $4.5 billion, with anticipated awards ranging from a minimum of $500,000 to a maximum of $250 million, subject to availability. Up to 100 awards are anticipated across multiple addenda, with specific funding allocations including $290 million for Rapid Outbreak Response (up to 10 awards), $52.65 million for Child Development, Care and Protection (up to 5 awards), and $200 million for Advancing Integrated and Sustainable Health Systems in the Philippines (up to 6 awards). All projects must be completed within a maximum performance period of five years, with cost sharing not required.
Synopsis
The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
