About this opportunity
The Department of State's Bureau of Global Health Security and Diplomacy (GHSD) is soliciting proposals through the Advancing Global Health Annual Program Statement (DFOP0017890) to support projects that advance the America First Global Health Strategy by saving lives, strengthening health systems, enhancing efficiency, and fostering self-reliance in partner countries. Eligible applicants include U.S. and foreign nonprofits, for-profits, higher education institutions, faith-based organizations, and public international organizations, which must submit a five-page Statement of Interest (SOI) through a two-phase application process. The opportunity encompasses three specific focus areas: Child Development, Care and Protection; Rapid Outbreak Response; and Integrated and Sustainable Health Systems in the Philippines, each with distinct objectives such as disease surveillance enhancement, integrated service delivery, child protection system strengthening, and capacity building for local governments. Merit Review Panels will evaluate SOIs against three equally-weighted criteria: quality of the program idea, organizational capacity and grant administration record, and program planning ability to achieve objectives. Applicants must submit SOIs by May 31, 2026, with questions due by specified deadlines for each quarterly submission window (subsequent deadlines include August 14, November 14, and February 14, 2027).
Awards will range from $500,000 to $250 million per project, with total estimated funding of up to $4.5 billion across approximately 100 awards, subject to fund availability. Projects must be completed within five years or less, with performance periods structured as grants or cooperative agreements. Implementation will occur across designated priority geographic areas, including Sub-Saharan Africa, the Philippines (specifically Luzon, Visayas, Mindanao, and the Bangsamoro Autonomous Region of Muslim Mindanao), and other partner countries identified through bilateral Memoranda of Understanding. Cost-sharing is not required, and applicants are not mandated to obtain Unique Entity Identifier or SAM.gov registration until Phase 2 full application submission. Post-award recipients must comply with 2 CFR Part 200, federal anti-discrimination laws, and the Promoting Human Flourishing in Foreign Assistance policy.
Synopsis
The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
