About this opportunity
The Department of State invites applicants to submit Statements of Interest by July 31, 2026, for projects advancing the America First Global Health Strategy through the Advancing Global Health Annual Program Statement, with up to $4.5 billion in total estimated funding available across approximately 100 awards ranging from $500,000 to $250 million per award and no cost-share requirement.
Eligible applicants include U.S. and foreign for-profit enterprises, institutions of higher education, organizations including faith-based entities, and public international organizations. Cost sharing is not required and will not be evaluated as a criterion. The program operates through a two-phase process: Phase 1 requires a five-page maximum Statement of Interest (2,500 words maximum, excluding cover pages, tables, charts, and up to four one-page annexes) submitted via Grants.gov or MyGrants; selected SOIs proceed to Phase 2 full application, with some recommendations for consultative program design before Phase 2 submission.
The Department has posted specific geographic and thematic Addenda, including opportunities in Nigeria (up to $200 million for up to 20 awards), Uganda (up to $60 million for up to 15 awards), and Malawi (up to $35 million annually for up to 4 awards), each with priority objectives around integrated health service delivery, health security, supply chain systems, digital health interoperability, and transition toward sustainable government financing. Additional Addenda address child protection systems, rapid outbreak response (detection and containment within seven days), and Philippines-specific priorities. Projects must be completed within five years. SOI evaluation uses three equally weighted criteria: Quality of Program Idea, Organizational Capacity and Record on Previous Grants, and Program Planning/Ability to Achieve Objectives. All applicants must obtain a Unique Entity Identifier and maintain active SAM.gov registration before Phase 2 submission (Phase 1 SOI submission via MyGrants does not require prior SAM.gov registration). The program prohibits funding for terrorist organizations, foreign security forces with credible human rights violations, UNRWA activities, mass-migration activities toward the U.S. Southwest Border, and certain unmanned aircraft systems. Awards exceeding $500,000 in services outside the U.S. require trafficking in persons compliance plans; all awards require compliance with the Promoting Human Flourishing in Foreign Assistance policy. Recipients must comply with 2 CFR Part 200 and submit Foreign Assistance Data Review tracking. Indirect costs must comply with 2 CFR 200 standards. Questions deadline is June 17, 2026.
Synopsis
The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
