About this opportunity
The Department of State's Bureau of Global Health Security and Diplomacy is soliciting applications to advance the America First Global Health Strategy through an Annual Program Statement (APS) with a Statement of Interest due February 14, 2027. Applicant eligibility is unrestricted; U.S. and foreign for-profit and nonprofit organizations, institutions of higher education, faith-based organizations, and public international organizations may apply. Cost sharing is not required.
Awards range from $500,000 to $250 million, with up to 100 awards anticipated from an estimated $4.5 billion in total funding, subject to funding availability. Award performance periods extend up to five years. The funding mechanism is either a grant or cooperative agreement; cooperative agreements include substantial involvement from the Department of State in programmatic decisions and technical assistance.
This is a two-phase application process. Phase 1 requires submission of a Statement of Interest with a 5-page narrative describing the proposed project, issue or challenge, proposed solution, anticipated outcomes, and partner roles. SOIs are accepted on a rolling basis through four quarterly windows: March 5–May 31, June 2–July 31, July 1–September 15, and August 15–February 14. Phase 2 involves submission of a full application for selected applicants. SOIs recommended for continued review may enter consultative program design at the applicant's expense or proceed directly to Phase 2. Merit review uses three equally weighted criteria: Quality of Program Idea, Organizational Capacity and Record on Previous Grants, and Program Planning/Ability to Achieve Objectives. UEI and SAM.gov registration are not required at the SOI stage but are mandatory before Phase 2 submission.
The APS establishes a supplemental framework through which the Department will post specific funding opportunities through Addenda addressing health challenges and priorities of importance. Current Addenda target Nigeria (up to 20 awards, $200 million estimated), Uganda (up to 15 awards, $60 million estimated), and Malawi (up to 4 awards, $35 million estimated annually). All applications must be submitted in English and U.S. dollars through Grants.gov or MyGrants. Post-award requirements include compliance with 2 CFR 200, trafficking in persons certifications for awards exceeding $500,000 in services performed outside the United States, and various prohibitions including restrictions on terrorist organization support and Leahy Law compliance.
CFDA: 19.029 (The U.S. President's Emergency Plan for AIDS Relief Programs).
Synopsis
The Department of State invites eligible applicants to advance the America First Global Health Strategy, which aims to save lives, strengthen health systems, enhance efficiency, foster self-reliance, and ensure U.S. investments benefit American safety, strength, and prosperity. This Annual Program Statement (APS) establishes a supplemental framework through which the Department of State may identify and support projects that complement, extend, and/or fill identified gaps in the implementation of these bilateral MOUs. Through specific Addenda, the Department will signal priorities and needs. This APS provides the standard application instructions for the submission of all Statements of Interest (SOIs) to these specific Addenda. GHSD will collaborate with Embassies and other Department of State Bureaus and Offices to post specific funding opportunities through Addenda to this APS that address health challenges and priorities of importance.
