About this file

This is a bid specifications document for the Upgrade Fire Alarm System project at Tomah VA Medical Center in Tomah, Wisconsin (Project 676-22-110, Contract 36C25222D0051). The contractor must replace the campus-wide fire alarm system with a new integrated system, including all existing devices and wiring such as building control panels, radio receivers, smoke detectors, pull stations, strobes, relays, sprinkler alarms, and local announcement microphones. Main alarm control stations in the Firehouse (Building 36) and Emergency Dispatch (Building 407) will also be replaced, with system extension to out-buildings not currently covered. The existing system must remain operational until the new system is fully installed. The base bid includes all specified work, with five alternates available for phased implementation, including options to delete specific buildings (295, 296, 270, 290, 240, 240A, 212, 223, and buildings 1, 3, 4, 10, 12) to reduce scope as needed.

The contractor is responsible for developing a fully resource-loaded Critical Path Method (CPM) schedule with detailed phasing for the first 60 days and overall project completion, with monthly updates required throughout construction. An initial schedule must be submitted within seven calendar days of Notice to Proceed, with a baseline schedule approved within 30 days thereafter. The contractor must maintain two full-size sets of as-built drawings, provide photographic documentation with interactive indexing, and furnish comprehensive warranty management including maintenance manuals, training for VA personnel by factory-trained instructors, and warranty tags on all equipment. All work must be coordinated with ongoing medical center operations running 24/7, with interruptions to utilities and fire systems requiring written requests submitted 15 working days in advance. The project requires compliance with VA security procedures, infection control protocols, and phased construction to minimize disruption to patient care areas.
