About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network (VISN) 21 is seeking Design-Build and Design-Bid-Build construction services through a Multiple Award Construction Contract (MACC) covering various VA medical facilities across California, Nevada, and the Pacific Islands. The contract will encompass new construction, renovation, repair, alteration, demolition, HVAC work, landscaping, and fire suppression projects ranging from maintenance and minor construction to major facility improvements. Offerors must be VetCert-verified Service-Disabled Veteran-Owned Small Businesses and maintain this certification throughout the contract period. The evaluation will use a two-phase approach with Phase 1 assessing safety, recent relevant experience, and past performance, followed by Phase 2 evaluating a seed project for shortlisted offerors, with technical factors significantly more important than price. The original proposal due date was February 28, 2025, though multiple amendments have been issued with the latest requiring acknowledgment by June 17, 2025.

This procurement is set aside exclusively for Service-Disabled Veteran-Owned Small Businesses with no incumbent contractors identified in the documentation. The total aggregate contract value is capped at $600 million, with individual awardee limits of $50 million over the contract's life and individual task orders ranging from a minimum of $2,000 to a maximum of $10 million. The contract includes a two-year base period beginning July 1, 2025, with three one-year option periods extending through June 30, 2030, and each awardee is guaranteed a minimum of $2,000 for the contract's duration. Work will be performed at seven VA medical facilities across VISN 21, including locations in Palo Alto, San Francisco, Northern California, Pacific Islands, Sierra Nevada, Central California, and Southern Nevada. The government intends to award multiple indefinite delivery/indefinite quantity contracts to create a pool of qualified contractors capable of responding to diverse construction requirements throughout the network.
