Key clarifications provided include: experience must be within the last 5 years (not 7); awardees are encouraged but not required to attend site visits; contractors must propose on at least 3 task orders to avoid potential exclusion; contractors may focus on their geographic area within VISN 21; healthcare facility experience and $1.5M minimum project value requirements will remain as stated; CPARs must be submitted directly to the Contracting Officer per Amendment 0001; and the government will proceed with source selection evaluation as originally solicited regarding teaming agreements and past performance. The amendment includes attachments for Pre-Proposal Conference Minutes, Attendees list, and Conference Slide Deck.

Question 1: Page 54 of 124; Factor 2: “Offerors are required to demonstrate experience under contracts that they have successfully performed (50% or greater) construction and two-phase design-build services as a prime contractor within the last five (5) calendar years (calculated from the solicitation issue date).” Would the government considering revising this requirement to allow projects performed during the last seven (7) years?
Government Response: Recency is defined as within the last five (5) calendar years as calculated from the date of the solicitation was issued. Please see page 58 of 124.
Question 2: For this MATOC, if awarded into the MATOC, is there a minimum threshold requirement in relation to site visit attendance and proposal participation? Thank you.
Government Response: Awardees are highly encouraged but not required to attend site visits. As for participation, please see page 14 of 124 para 8.2, "Failure by Offerors to propose on more than three (3) [task orders] through the course of the contract may result in the Government not exercising the option to extend the contract or exclusion of the Contractor from further competition [to participate in] site visits and submit proposals."
Question 3: If a completed Contractor Performance Assessment Report (CPAR) evaluation is available, it shall be submitted with the proposal for each project included in Factor 2 for construction experience. Does contractor need to pull all of their CPARs for each project used for Past Performances? Government Response: With regard to Factor 3, Past Performance, on page 60 of 124. If the project provided in Factor 2 is complete, contract shall submit the CPARs.
Question 4: Reference RFP document p. 14 of 124 para 8.2, "Failure by Offerors to propose on more than three (3) [task orders] through the course of the contract may result in the Government not exercising the option to extend the contract or exclusion of the Contractor from further competition [to participate in] site visits and submit proposals." Will offerors be able to have geographic preference locations such as VAPIHCS, VASNHS, etc.?
Not all small business contractors have operational capacity within the geographical region that encompasses VISN 21.
Government Response: Contractors may satisfy this requirement by proposing on Task Orders in any of the VISN 21 AOR. Contractors are not expected, nor required, to propose on Task Order outside of their geographical area.
Question 5: Reference RFP pp. 58 & 59 of 124, the instructions and evaluation criteria indicate that the Government will rate past performance/projects higher which involved a) providing construction services at one or more healthcare facilities and b) valued at a minimum of $1.5M. Would the Government consider replacing these two criteria with a) providing construction services at any federal facility and b) valued at $1M or greater? We are concerned that the existing criteria may unnecessarily restrict competition, as this is an SDVOSB set-aside.
Government Response: The Government intends to proceed with the source selection as solicited.
Question 6: Since this is a Design-Build effort, are offerors required to include a Designer of Record (DOR) and at least one relevant project performed by said DOR in our Technical volume?
Government Response: Please see page 48 paragraph iv for the identified Key Personnel under Factor 2.
Question 7: In lieu of a JV can we utilize a Teaming Agreement? Can we utilize the past performance of all team members? Government Response: The Government intends to proceed with the source selection evaluation as solicited.
Question 8: With CPARS and or PPQ from previous projects, you want to email directly to the CONTRACTING Team NOT to include in the Proposal Package?
Government Response: Please see Amendment 0001. All CPARs shall be emailed directly from the party completing the PPQ to the Contracting Officer.
Question 9: Can we utilize PPQ from previous project that are NOT for the Construction Project Data Sheet provided in the proposal. Some of our past performance from a healthcare environment did not provide a PPQ/CPARS as they were not obligated to provide. We can provide past project completed for the Dept of VA without a PPQ. We have requested them for this solicitation but unlikely to be provided by the client. It is difficult to receive an PPQ unless the agency is required to provide them.? Government Response:
Please see page 58 of 124 in the solicitation for instructions. Additionally see Attachments A, B,C, and D of the solicitation.
