About this file
This is Amendment 0004 to solicitation 36C26124R0035, issued by the Department of Veterans Affairs Network Contracting Office 21 (NCO 21) at the VA Pacific Islands Health Care System in Honolulu. The amendment provides answers to three Request for Information (RFI) questions from potential offerors.
The amendment clarifies that CPARs must be emailed directly from the party completing the PPQ to the Contracting Officer, confirms that offerors should provide a single EMR (Experience Modification Rate) that is no older than 12 months at time of proposal receipt (rather than a 3-year average), and states that all Past Performance will be evaluated as specified in the solicitation regarding teaming partners' experience. The amendment does not change the proposal due date. This amendment is part of a Design-Build/Design-Bid-Build SDVOSB Multiple Award Construction Contract (MACC) for VISN 21, which requires contractor signature and acknowledgment.

Question 1: The response to Question 8 in Amendment 0003 indicated CPARS shall be mailed directly from the party completing the PPQ. Please confirm this response should read, “Please see Amendment 0001. All PPQs shall be emailed directly from the party completing the PPQ to the Contracting Officer.”
Government Response: Please note Amendment 0003 response to Question 8 states the following, “Please see Amendment 0001. All CPARs shall be emailed directly from the party completing the PPQ to the Contracting Officer.”
Question 2: Clarification regarding amendment 0001, Question 4: Factor 1 – Safety (1) Experience Modification Rate Government Response states: Offeror should provide a single EMR that incorporates a 3-year policy period. The effective date of the EMR shall be no older than 12 months, at time of proposal receipt. Question: EMR’s are issued yearly.
There is no 3-year policy period. Since we are to provide one EMR are you asking us to take the three year EMR rates, add them together and then divide them by 3? If so, the document we will be providing to support the EMR will be different than the number provided since we are producing that number based upon 3 yearly EMRs.
Government Response: Offeror is to provide single EMR that is no older than 12 months at the time of proposal receipt.
Question 3: Can the government please confirm that teaming partners' and/or joint venture partners' experience and past performance can be flowed to the offeror (i.e., that teaming partners' project experience and past performance will be evaluated), as assumed on page 61 para 4? Government Response: All Past Performance will be evaluated as stated in the Solicitation.
