About this file
This is a pre-proposal conference presentation slide deck for solicitation 36C26124R0035, a Multiple Award Construction Contract (MACC) for VISN 21 of the Veterans Health Administration. The presentation outlines the key elements of this SDVOSB set-aside IDIQ contract opportunity.
The contract will have one group covering projects from $2,000 to $10 million, with a guaranteed minimum of $2,000 and contract maximum of $50 million per awardee. The scope includes new construction, renovation, repair and alteration, demolition, HVAC work, landscaping, and fire suppression, with both design-build and design-bid-build task orders. The evaluation will use a two-phase approach: Phase 1 evaluating safety (Factor 1), recent relevant experience (Factor 2), and past performance (Factor 3); Phase 2 evaluating a seed project (Factor 4) for short-listed offerors. The contract will cover seven VA medical facilities across VISN 21, including locations in California, Nevada, and the Pacific Islands. The period of performance includes a 2-year base period plus three 1-year options. Technical factors are significantly more important than price in the evaluation criteria.

Basis of Award - Tradeoff
The government considers it to be in its best interest to allow consideration of award to other than the lowest priced offeror or other than the highest technically rated offeror.
Relative Order of Importance Phase I
Factor 1 (Safety) and Factor 2 (Experience) are of equal importance to each other and when combined are equal in importance to Factor 3
(Past Performance)
Phase II
The combined non-cost/price factors are significantly more important than price.
