About this opportunity
The Department of Veterans Affairs (VA) Veterans Health Administration, specifically Veterans Integrated Service Network 21 (VISN 21), has issued a Special Notice announcing its intent to consolidate requirements for a Multiple Award Construction Contract (MACC). The contract will be a firm-fixed price (FFP) indefinite delivery indefinite quantity (IDIQ) multiple-award vehicle designed to support construction projects across facilities in Hawaii, Guam, American Samoa, Saipan, Northern California, and Nevada. This consolidation is being pursued in accordance with Federal Acquisition Regulation (FAR) 7.107-5, with the VA determining that the benefits of the consolidated acquisition would substantially exceed alternative approaches. The new MACC is set to replace the current contract vehicle that expires on June 30, 2025.
The new MACC is specifically targeted as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside contract with a total value not exceeding $600 million. The contract will have a two-year base period from July 1, 2025, through June 30, 2027, with three additional one-year options extending potential performance through June 30, 2030. Market research conducted in January-February 2024 identified 21 capable SDVOSB vendors, with 20 verified in VetCert. Contractors interested in participating must respond by January 15, 2025, at 3:00 PM Pacific Time under solicitation number 36C26124R0035. The VA anticipates significant benefits from this consolidation, including projected 5-7% cost savings on over $400 million of planned projects, reduced acquisition cycle times, and more streamlined project execution compared to individual procurements. The contract will support various construction types, including design-build and design-bid-build projects for administrative facilities, hospitals, outpatient clinics, and other VA facilities.
