About this opportunity
The Department of Veterans Affairs (VA) is seeking a Design-Build (DB) contractor to provide temporary shoring and safety measures for parking garages at the Southeast Louisiana Veterans Healthcare System in New Orleans. The project involves architectural planning, design, and construction services to address critical structural deficiencies in two parking structures (Staff and Patient/Visitor Parking Garages). Contractors must subcontract with a registered Architect-Engineer to prepare architectural plans and specifications for VA approval prior to construction. The procurement will follow a two-phase evaluation process, with only the highest-rated contractors advancing to the second phase proposal stage. Key dates include a tentative Request for Proposal (RFP) release on 04/28/2025, with first-phase proposals due approximately 30 calendar days later on 05/28/2025.
This procurement is a 100% set-aside exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS Code 236220, with a small business size standard of $45 million. The construction cost range is between $100,000 and $250,000, with a total contract performance period of 150 calendar days after the Notice to Proceed. Offerors must be verified in the SBA VetCert database and registered in the System for Award Management (SAM). The project requires comprehensive design and construction services to address structural issues including cracked double-tee structures, concrete spalling, sealant deterioration, and damaged barrier cables across multiple garage levels. Proposals must remain valid for 120 days from the solicitation closing date, and only one site visit will be conducted during the second phase of the solicitation.
