Department of Veterans Affairs

Performance Work Statement Project #629-25-100

Emergency Design/Build Shoring and Repairs of Parking Garages of the Southeast Louisiana Veterans Healthcare New Orleans, Louisiana Department of Veterans Affairs

Last Updated: March 19, 2025

Project Title

Design Build Emergency Shoring and Repairs Staff and Patient/Visitor Parking Garages

1. General Information

The Southeast Louisiana Veterans Health Care System (SLVHCS) seeks to establish a design and build for Emergency Shoring and Repairs to be made to the Patient and Staff Parking Garages at the New Orleans VAMC. There was an assessment conducted on the parking garages the week of December 9, 2024. During the assessment the vendor observed and recorded significant deficiencies such as deterioration of concrete floors including, scaling, and spalls, or structural deficiencies that required immediate action. The contractor shall adhere to all directives and requirements as specified per this statement of work. All work will occur at 2400 Canal St. New Orleans, LA 70119 Staff and Patient/Visitor Parking Garages.

A. Bldg. 04 – Staff Parking Garage is located east of South Rocheblave Street, between Canal Street and Tulane Avenue with approximately 1,165 parking spaces on seven levels and built circa 2016. The facility functions using a 3-bay wide single helix design with 2-way traffic, 90-degree parking stalls and is constructed using a precast concrete structural system with a square footage of approximately 395,000 square feet of parking, with no-levels below grade and an adjacent 2,600 square feet concrete sanitary tank.

B. Bldg. 05 – Patient/Visitor Parking Garage is located west of South Galvez Street, between Canal Street and Tulane Avenue with approximately 1,100 parking spaces on seven levels and built circa 2016. The facility functions using a 3-bay wide single helix design with 2-way traffic, 90-degree parking stalls and is constructed using a precast concrete structural system with a square footage of approximately 395,500 square feet of parking, with no-levels below grade and an adjacent 7,000 square feet concrete process tank.

2. Project Background

2.1.1. During an assessment of the patient garage (building L) on December 9, 2024, the contractor observed one double-tee with cracks through full thickness of both stems and extended through the flange perpendicular to the span of the double-tee on the 7th floor deck. The surface of the underside of the double-tee flange was vertically offset by approximately 1/16”. The top side of this double-tee also appear to have settled as observed by the failure of the joint sealant and visible vertical offset of floor surfaces. We have concrete spalling, cracking, core cut through reinforced bar on columns, broken shear transfer connectors, and damaged barrier cables serving as a guard rail. The vendor recorded spalling occurring in several locations throughout both parking garages as a potential hazard. During the assessment the vendor also noticed deterioration of joint sealant, exterior of Patient Garage cracking on wall panels, and crawl space showing a lot of moisture below the 1st floor ramp.

3. Design & Build Scope of Work

3.1.1. The goal of this project is to capture the following requirments and repairs. The top side of this double-tee also appear to have settled as observed by the failure of the joint sealant and visible vertical offset of floor surfaces. Delaminated/spalling concrete identified on the 7th floor.

b. Level 5: Location where there was spalling that looks loose and is a fall hazard. There is also cracking in multiple locations on the 5th floor garage.
