About this opportunity
The Department of the Air Force Space Command is soliciting competitive bids for the repair and replacement of electrical distribution lines, specifically Feeder 5, at Ascension Auxiliary Airfield (AAAF) in the South Atlantic Ocean. The contractor shall provide all labor, equipment, and materials to remove existing overhead electrical distribution infrastructure and install new overhead open wire and triplex circuits, including poles, pole hardware, guy cables, anchors, electrical equipment, Load Break Switch, manholes, and underground duct banks near Hogan's Bypass. Key contract requirements include a 660-calendar-day period of performance with 297 days of on-site construction, compliance with Installation Facility Standards specific to the extremely corrosive maritime environment, and adherence to detailed electrical and telecommunications specifications outlined in the technical drawings and design analysis. The evaluation and basis of award will be the lowest total evaluated price across all three Contract Line Item Numbers (Base CLINs 0001 and 0002, plus Additive CLIN 0003), with the government reserving the right to award only the base CLINs depending on funding availability. The original proposal deadline was November 6, 2025, but through four amendments, the final bid submission deadline was extended to January 8, 2026, at 9:00 a.m. EST, with the public bid opening conducted via Microsoft Teams on the same date at 10:30 a.m. EST, and all contractor questions required to be submitted by October 14, 2025.
This is a competitive 8(a) set-aside under NAICS code 237130 (Power and Communication Line and Related Structures Construction) with a $45 million size standard, issued under FAR Part 14 Sealed Bidding procedures. Seven companies submitted bids as of the January 8, 2026 opening, with total proposed prices ranging from approximately $15.8 million to $20.5 million, with ARS-Awalix JV LLC submitting the lowest bid and two bidders marked as nonresponsive due to missing bid bonds and amendment acknowledgments. The contract includes a base period covering electrical distribution system repairs and communications infrastructure, with an optional additive CLIN for demolition work. The project requires replacement of approximately 148-150 concrete utility poles (50 feet long, weighing 4,340 to 5,650 pounds each), installation of underground communication lines and electrical components, and complex logistical coordination including material shipment from Port Canaveral to Ascension Island, on-site accommodations, fuel, communications, and waste disposal. The place of performance is located at Ascension Auxiliary Airfield near St. Helena in the South Atlantic Ocean, with the government providing transportation of contractor materials and certain logistical support including housing, vehicles, fuel, and utilities.
