RFP Section / Spec / Drawing: Topographic Survey Methods
Question: Unmanned Aerial Vehicle (UAV). We own one of these. Please confirm that we can use this device this close to the airport. Our FAA website has classified this airport as private. I know that the Royal Air Force has jurisdiction here, so I wanted to confirm their requirements and restrictions.
Baseline Justification / Field Note: UAV use could significantly expedite the topographic survey and reduce time on site; however, clarification on RAF airspace and security restrictions is required before mobilization.
Government Response: The UAV may be approved for official use, but only during dates and times mutually agreed upon by MSgt Brett ‘AP’ Ringie and the RAF Airfield Manager. As long as flights are scheduled during daylight hours and outside of flying hours, approval is likely.
Contractor must submit their requested flight times at least three business days in advance so we can verify the flight schedule and issue any applicable NOTAMs. Contractor should also be aware that the flying schedule frequently changes, and previously approved UAV operations may be canceled at any time. Coordination with the ECC is required both prior to starting and upon completing any UAV flights. The contractor must provide a contact number or maintain radio communication so the ECC can reach them immediately if an emergency requires flight termination. Additionally, Contractor must provide a specific location for their UAV operations, with latitude and longitude preferred. These restrictions apply to essentially the entire island.
There is a small area in the northeast corner outside the FAA-required zone, and once their flight profile is provided, we can address whether that area is applicable.

RFP Section / Spec / Drawing: C-502
Question: Please confirm whether the use of corrugated metal pipe (CMP) sleeves is acceptable for pole shaft installations to improve lateral stability and distribute vertical and bending loads to the surrounding soils. The proposed CMP sleeves would have an approximate diameter of 30 inches and a depth of 8 to 10 feet, depending on pole height and soil conditions.
If allowed, please identify any required material specifications (e.g., ASTM A760, coating type, minimum wall thickness, and corrosion protection measures) and whether grout, concrete, or controlled low-strength material (CLSM) backfill will be required inside or around the sleeve.
Baseline Justification / Field Note: This clarification is required to finalize pole foundation design and material procurement. The CMP sleeve approach is intended to enhance load distribution and facilitate pole replacement in sandy or weak soils, but specific Government approval is needed to ensure compliance with structural and corrosion requirements.
Government Response: The alternative design approach proposed by this RFI must be designed and submitted by the contractor. Contractors would be responsible for providing any engineering calculation and analysis required to show the proposed approach meets the project requirements shown in the drawings and specs. The Government reserves the right to approve or disapprove.
