About this opportunity
The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 17 is procuring an upgrade to the Building Automation System (BAS) at the Temple and Waco Veterans Affairs Medical Centers in Texas. The project involves replacing existing pneumatic and N2 bus HVAC control systems with BACnet MS/TP (Master-Slave/Token Passing) direct digital controls across approximately 30 buildings in Waco and 11 buildings in Temple. Key contract requirements include comprehensive scope items such as retrofitting or replacing Variable Air Volume boxes, fan coil units, Air Handling Units, damper actuators, control valves, sensors, and thermostats; providing complete BAS integration; installing new fiber routing and PCs with portable operator terminals; and updating fire alarm panel programming with testing and commissioning. The contractor must comply with OSHA training requirements, infection control measures, limitations on subcontracting, and must participate in the use of Service-Disabled Veteran-Owned Small Business (SDVOSB) entities. The solicitation includes a brand-name restriction for Johnson Controls Metasys N2 protocol devices, justified through a Justification and Approval (JOFOC) document posted in compliance with Revolutionary FAR Overhaul Part 11.204 requirements. The original proposal deadline was January 12, 2026, but has been extended multiple times, with the current deadline set for April 24, 2026.
This is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside with no additional set-asides applied. Johnson Controls is the identified sole source for the proprietary Metasys platform components required to extend the Government's existing system without requiring complete equipment demolition and system redesign. The estimated contract value ranges between $10 million and $20 million, with a 548-calendar day performance period following the Notice to Proceed. The project encompasses work at two distinct VA medical facility locations in Bell County (Temple) and McLennan County (Waco), with Davis-Bacon prevailing wage determinations applicable to each county. Mandatory pre-bid site visits were scheduled for December 10, 2025 at Temple VAMC and December 11, 2025 at Waco VAMC, followed by final site visits in March 2026 with a final RFI deadline of March 18, 2026. The solicitation requires separate full staffing at each location, with work potentially occurring outside regular business hours in occupied clinical and behavioral health areas, and includes a two-year establishment and maintenance period for any landscaping or exterior plantings associated with new duct bank installations.

Update #5 ·
A Justification and Approval (J&A) for Other Than Full and Open Competition (JOFOC) for brand name was originally posted with the solicitation posted on December 02, 2025, as Attachment 2 674-22-805 Specifications. The JOFOC starts on Page 419 of the attachment, as Attachment 7: Request for Sole Source Justification Format >SAT. A final approved JOFOC is anticipated and will be provided in a separate solicitation amendment.
At solicitation issuance, the Government posted the brand name justification in accordance with Revolutionary FAR Overhaul (RFO) Part 11.204 requirements for documentation supporting the use of an item peculiar to one manufacturer. The version posted at issuance was unsigned due to internal processing timelines, but it accurately reflected the Government s brand name rationale and requirement. The brand-name restriction itself was disclosed at issuance. The public posting requirement was satisfied at issuance.
This approach is fully aligned with RFO intent and the RFO freedom to innovate principle.
