About this opportunity
Naval Facilities Engineering Command, on behalf of the Department of the Navy, is procuring wastewater treatment plant repairs comprising secondary clarifier maintenance and lift station upgrades at Camp Lejeune, North Carolina, with proposals due September 15, 2026. The procurement is a Total Small Business set-aside and is restricted to three pre-qualified contractors: Mechworks Mechanical Contractors, Inc., North State Mechanical, Inc., or R&W Construction Company, Inc. Both line items—FC436 Clarifier Repairs and G575 Lift Station Repairs—must be included in any award; the government will not make an award for a single line item.
Place of performance is Camp Lejeune, NC. The FC436 scope includes replacement of secondary clarifier no. 4 internal components and replacement of control panels for all four secondary clarifiers, with work performed in phases while maintaining two clarifiers online. The G575 scope encompasses phased construction of manhole and piping upgrades (removal, replacement, new installation), removal and replacement of submersible pumps, and removal and replacement of an existing crane over the wet well. The contract period allows 540 days to completion, extended from the original 270-day requirement to accommodate lead times for clarifier equipment (46–50 weeks from order to delivery) and anticipated delays for Flygt pumps. Award will be made on a lowest-price basis. The estimated cost range is between $5,000,000 and $10,000,000. Liquidated damages are set at $880 per calendar day. Prevailing wage requirements apply per General Decision Number NC20260010 for Onslow County, North Carolina. Bond requirements apply based on proposal value. The NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors; PSC is Z2JZ, Repair Or Alteration Of Miscellaneous Buildings. The project superintendent must have a minimum of five years' experience managing similar projects and hold an OSHA 30-hour Construction certificate. All contractor personnel require DBIDS credentials or one-day passes for base access. Contractors must submit crane specifications with an NCC-certified crane as the basis of design; government rejection of a contractor-selected crane will not trigger a change order. Baseline construction schedule in Primavera P6 format and schedule of prices are required within 30 and 15 days of award respectively. All submittals must be processed through NAVFAC's Electronic Construction and Facility Support Contract Management System (eCMS).
