About this file
This is Amendment 0006 to Solicitation N40085-26-R-9077 issued by NAVFAC Mid-Atlantic for Wastewater Treatment Plant (WWTP) FC436 Clarifier Repairs and G575 Lift Station Repairs at Camp Lejeune, North Carolina. The amendment, effective August 24, 2026, responds to five Requests for Information (RFIs) submitted by Xylem, the apparent equipment manufacturer. The proposal submission deadline remains August 31, 2026 at 2:00 PM EST, and offerors must acknowledge receipt of this amendment to avoid proposal rejection.
The amendment addresses technical clarifications regarding project scope and specifications. Key determinations include: (1) grout replacement is mandatory and must be performed per Spec 46 43 21 section 3.2; (2) LiDAR scanning is acceptable for verifying tank dimensions, with grout replacement specifics left to contractor means and methods; (3) the project schedule is extended from 270 days to 365 days to accommodate fabrication and lead time requirements; and (4) the use of Tnemec N140F as an updated shop primer replacement for the discontinued Tnemec FC20 is approved for structural steel components. All other terms and conditions of the solicitation remain unchanged.

CONTINUATION SHEET
1. QUESTION: Xylem recommends replacing the grout as part of the clarifier installation.
This was discussed with Dewberry during our March 2026 meeting and is noted on Drawing CD201.
ANSWER: Grouting should be replaced and is intended to be part of the project. Spec 46 43 21 section 3.2 describes the grouting procedure.
2. QUESTION: LiDAR scanning is Xylem's preferred method for verifying existing tank dimensions. The grout layer is a standard installation requirement that provides the finished floor profile needed to maintain proper clearance between the Unitube suction header and the tank floor. While the LiDAR scan will verify the overall tank geometry, localized variations in the existing grout surface may exceed the manufacturing tolerances of the suction header.
ANSWER: It’s unclear if the KTR are asking if they need to regrout prior to scanning, vs the grout needs to be just chipped before scanning, or if they are just giving a general disclaimer that their measurements won’t be perfectly exact. Regardless, the grout must be replaced. The exact specifics of how they regrout the tank is means and methods.
3. QUESTION: If grout replacement is not feasible, the Contractor should be prepared to add grout in low areas and grind high spots as required to achieve the proper floor profile and ensure optimal sludge removal. Xylem does not recommend trimming the neoprene squeegee below the suction header.
ANSWER: N/A, grout must be replaced.
4. QUESTION: I share the contractor’s concern regarding the 270-day schedule requirement, although I haven’t been able to verify that requirement in the bid docs. We are still developing a project-specific lead time estimate, but our current assumptions are 14 weeks for submittals following final agreement, 4 weeks for Engineer review, and 24 weeks for fabrication after submittal approval. Based on these assumptions, shipment would occur approximately 294 days after final agreement and does not include contract negotiations or installation. A 270-day schedule does not seem achievable, so can the schedule be reasonably extended?
ANSWER: Allow 365 days.
5. QUESTION: Xylem intends to provide clarifier components with shop-primed structural steel. Section 09 96 00 specifies a two-component catalyzed epoxy primer for non-immersed carbon steel and a two-component glass-flake-reinforced amine epoxy primer for immersed carbon steel. The previous rehab of Clarifiers 1-3 utilized Tnemec FC20 as the shop primer.
Since FC20 has been discontinued and replaced by Tnemec N140F, Xylem intends to use Tnemec N140F as the shop primer for this project. Can the Engineer confirm that this approach is acceptable?
ANSWER: Updated shop primer is acceptable
6. All other terms and conditions remain unchanged.
