About this file
This is Amendment No. 0007 to solicitation N40085-26-R-9077 issued by NAVFAC Mid-Atlantic for repairs and upgrades at Camp Lejeune, North Carolina. The amendment provides answers to eleven Requests for Information (RFI) submitted by prospective contractors and clarifies requirements related to project 24-0045, which encompasses FC436 Clarifier Repairs and G575 Lift Station Repairs. The proposal submission deadline remains August 31, 2026 at 2:00 PM EST, and all other terms and conditions of the original solicitation remain unchanged.
Key clarifications from the RFI responses include: (1) bidders must use specifications as provided in the solicitation, with no updates to clarifier spec section 46 43 21; (2) the contract schedule has been extended from 270 days to 365 days to accommodate procuring, fabricating, and installing equipment such as Naval Crane Center (NCC)-compliant overhead cranes; (3) updated shop primer Tnemec N140F is acceptable as a replacement for the discontinued Tnemec FC20; (4) contractors shall submit crane specifications for review as a construction submittal; (5) mature cypress/cedar trees cleared for sewer line installation should be replaced with Live Oaks (Quercus virginiana); and (6) HDPE piping is not approved; instead, AWWA C900 PVC Pipe SDR26 minimum per Section 33 31 23.00 10 is required for the gravity sewer application. Prospective offerors must acknowledge receipt of this amendment with their proposal submissions.

CONTINUATION SHEET
1. Amendment 5 was skipped in error. Amendment 5 will not exist for this solicitation.
2. QUESTION: I agree that spec section 46 43 21 was not included in the bid docs. I can use 35% draft specs for preliminary estimating, but it’d be helpful to receive the latest version since the contractor submitted several clarifications during the design phase. Can an update be provided on the status of the clarifier spec?
ANSWER: Bid per specs in the solicitation.
3. QUESTION: I share the contractor’s concern regarding the 270-day schedule requirement, although I haven’t been able to verify that requirement in the bid docs. We are still developing a project-specific lead time estimate, but our current assumptions are 14 weeks for submittals following final agreement, 4 weeks for Engineer review, and 24 weeks for fabrication after submittal approval. Based on these assumptions, shipment would occur approximately 294 days after final agreement and does not include contract negotiations or installations. A 270 day schedule does not seem achievable, so can the schedule be reasonably extended?
ANSWER: 365 days
4. QUESTION: The June 2026 budget proposal included an adder for mechanical installation labor. Should this option be included in our quote?
ANSWER: Bid per plans and specs
5. QUESTION: The June 2026 budget proposal included skimmer control panels for Clarifiers 1-3 and drive control panels for Clarifiers 1-4. Since we are only quoting mechanical equipment for Clarifier 4 and the other three clarifiers were previously rehabbed, can the required electrical scope be confirmed?
ANSWER: Bid per plans and specs
6. QUESTION: The contractor intends to provide clarifier components with shop-primed structural steel. Section 09 96 00 specifies a two-component catalyzed epoxy primer for non-immersed carbon steel and two-component glass-flake-reinforced amine epoxy promer for immersed carbon steel. The previous rehab of Clarifiers 1-3 utilized Tnemec FC20 as the shop primer. Since FC20 has been discontinued and replaced by Tnemec N140F, the contractor intends to use N140F as the shop primer for this project. Can the engineer confirm that this approach is acceptable?
ANSWER: Updated shop primer is acceptable.
7. QUESTION: Drawing S112 illustrates and notes the parameters for two direction overhead crane, however no specifications were provided. Please provide.
ANSWER: Contractor shall submit the crane specification that aligns with the project requirement - to be reviewed as Construction submittal, contractor shall provide a Naval Crane center (NCC)
8. QUESTION: 270 days is not enough time to procure, install, and commission a NCC complaint crane. The hoist on the BNR project at the Camp Lejeune took 14 months to procure. The contract duration needs to be extended. Please advise.
ANSWER: Allowing 365 days per answer to question 2.
9. QUESTION: During the site visit, several mature cypress/cedar trees will have to be cleared and grubbed in order to install the replacement sewer line. Do these trees need to be replaced with juvenile trees?
ANSWER: Recommend replanting with Live Oaks (Quercus virginiana) away from any above/below ground utilities or foundations.
10. QUESTION: The drawings call for HDPE piping for the proposed gravity sewer.
HDPE is not an approved material in spec. section 333002 nor section 333123. Please advise.
ANSWER: HDPE Pipe not to be used. Pipe to be AWWA C900 Pipe, SDR26 minimum.
11. QUESTION: If HDPE pipe is to be used, there isn’t any specification provided. Is the intent of the designer to use corrugated ads products or something like DR9? If fused DR9 is intended, the contractor won’t be able to meet the performance specifications for gravity sewer. The standard 40-foot length of pipe limits checking pip grade/alignment with a laser, the pipe needs to be shifted out of alignment to remove the fusion machine, and the pipe has a tendency to bow when the sun is on one side of the pipe. In addition, the moisture in the trench will affect the fusion welds. If the intent of using HDPE pipe is because of the immunity to Hydrogen Sulfide Gas, SDR 26 PVE sewer pipe would accomplish this. SDR26 is already approved in the specifications and its use would alleviate any concerts. Please advice.
ANSWER: AWWA C900 PVC Pipe (SDR26) as specificied in Section 33 31 23.00 10 Sanitary Sewer Force Main Piping is acceptable. Requirements of 33 30 02 Sanitary Sewerage also apply.
11. All other terms and conditions remain unchanged.
