About this file
This is a Decision Memorandum and Request for Environmental Impact Review for a federal construction project at Marine Corps Base Camp Lejeune, North Carolina.
The project involves a comprehensive upgrade of the G575 lift station utility infrastructure under project ID 25-00101, with a scheduled start date of July 1, 2025, and completion by July 1, 2028. The Public Works Division will conduct repair or replacement of five manholes, replace the existing crane over the wet well with a new x-y multidirectional hoist to improve maintenance access, upgrade the wet well with installation of two 4000 GPM pumps and two 2000 GPM pumps, install new motor controls and upsized variable frequency drives (VFDs) for each motor with spares, and verify incoming electrical power, grounding, and surge protection to handle the new electrical load. The project encompasses 0.85 acres with 0.85 acres of disturbance area and includes ground disturbance, earthen fill material use, and modifications to electric, natural gas, water, wastewater, and communication utilities. The project has been categorically excluded from detailed environmental assessment requirements under NEPA categorical exclusion "III 33" for new construction compatible with existing land use. Multiple environmental conditions and coordination requirements apply, including Installation Restoration Program protocols for UXO Site 24, radiological surveys, vapor intrusion controls, stormwater management, water quality compliance, and explosive safety officer coordination. The decision memorandum is valid for one calendar year from the March 12, 2026, issuance date, after which updated environmental review may be required if the project scope changes or construction has not commenced.

WORK UNDER G702 BEQ REPAIR , 25-00101, NEPA 26013
Ref: (a) DoD NEPA Implementing Procedures of 30 Jun 25
Encl: (1) Public Works Division REIR of 15 Feb 26
(2) Supporting Documents
(3) Applicable Conditions
1. In response to enclosure (1), this Decision Memorandum (DM) satisfies the referenced National Environmental Policy Act (NEPA) requirements applicable to the proposed action.
Pursuant to the planning considerations for the Department of the Navy (DON) within Appendix A of the reference, this DM also documents the decision to categorically exclude (CATEX) the proposed action from the requirements of preparing an Environmental Assessment or an Environmental Impact Statement.
2. As outlined in enclosures (1) and (2), the proposed scope of the project is:
This project will conduct a comprehensive upgrade of the G575 lift station, beginning with the repair or replacement of five manholes. A major enhancement includes replacing the existing crane over the wet well with a new x-y multidirectional hoist, which will provide maintenance personnel the ability to lift pumps and solids removal equipment out for service. The wet well itself will be upgraded with the installation of two 4000gpm pumps and two 2000gpm pumps.
To accommodate this new machinery, the project requires new motor controls, upsized VFDs for each motor with a spare of each size, and a full verification of the incoming power, grounding, and surge protection to ensure it can handle the new electrical load.
3. Pursuant to the references, the proposed action qualifies for the following CATEX: "III 33 New construction that is similar to or compatible with existing land use (i.e., site and scale of construction are consistent with those of existing adjacent or nearby facilities) and, when completed, the use or operation of which complies with existing regulatory requirements (e.g., a building within a cantonment area with associated discharges and runoff within existing handling capacities). The test for whether this CATEX can be applied should focus on whether the proposed action generally fits within the designated land use of the proposed site.." The proposed action will not result in any extraordinary circumstances that may preclude the use of a
CATEX.
4. In accordance with NEPA, this Decision Memorandum (DM) documents the proper level of environmental review for the proposed action to date but may not constitute authority to proceed
12 Mar 2026 with the implementation of the project. Please see the enclosures for more information. If the proposed action changes or does not begin within one calendar year after the date of this DM, please coordinate with the Environmental Planning Program Manager at (910-451-4542) to determine whether this DM continues to apply to the proposed action or whether an updated environmental impact review will be required to find that a CATEX still applies to the proposed action.

AST/UST/IR/MRP (Soil):
1. If contaminants are suspected through odors or visual observation during construction activities, immediately stop work, call 911, and contact the IR Program for further instructions.
2. There are no known monitoring wells in the project areas but if an unmarked well is discovered and inadvertently damaged, immediately contact the IR Program for further instructions.
3. UXO: The proposed project area is within previously investigated historic surface danger zones (UXO Site 24) that warranted no further action. Soil taken off base from this site may need to be screened for UXO, please coordinate with the IR PM. 3R UXO Safety Awareness Training is required for all construction personnel. Training is available at http://www.lejeune.marines.mil/Offices-Staff/Environmental-Mgmt/Training-Video/.
Should a munitions-related item be found during construction, follow appropriate notifications as detailed in the 3R training. Any munitions related item found during project construction should additionally be reported to the IR Program within 10 days to determine if additional evaluation and precautions are necessary (Explosives Safety Submission, UXO Tech Support, etc). Additional UXO safety resources available at: Construction - DENIX (osd.mil)
4. This project is within the Aquifer Use Control Boundary associated with IR Site 35, Operable Unit (OU) 10. All work conducted in an identified EPA NPL OU or RCRA SWMU must adhere to the provisions detailed in CFR 1910.120 Occupational Safety and Health Standards, Hazardous Materials, Hazardous waste operations and emergency response.
5. If drilling fluids or other substances/compounds/products are injected into the ground surface, Safety Data Sheets must be sent to EQB for review and screening of potential contaminants.
6. RAD: The proposed action involves construction within Site UXO-24, which was identified as a radiological area of interest due to historic operational use. Coordination with RASO will define project-specific safety requirements. For planning purposes include a basic gamma scan of the surface, on any material unearthed, and on any equipment that penetrates the ground surface during construction. Any identified anomalies should be avoided if possible and reported to the IR Program. If anomalies cannot be avoided, further input from RASO is required for work to continue.
7. VI: This area has industrial and non-industrial use controls for vapor intrusion. When puncturing the slab in an enclosed space (such as a building) in an area with high sub slab vapors, workers should be equipped with ambient air monitoring devices or an ambient air monitoring program should be in place in the general HASP for the construction. If the building has an existing vapor barrier, ensure all punctures are properly sealed. In addition, notification to the State and U.S. EPA is required a minimum 60 days prior to start of construction to ensure compliance with existing land use restrictions. The notification shall be done by the Installation's Environmental Management Division and coordinated via the construction contractor. Consult CFR 1910.120, specifically: 1910.120(g)(1) Engineering controls, work practices and PPE for substances regulated in Subparts G and Z for further details. Please coordinate with the IR PM.
