About this file

This is Amendment 0014 to a federal construction solicitation for sanitary sewerage and lift station repairs issued by NAVFAC Mid-Atlantic to a contractor at Camp Lejeune, North Carolina. The amendment, effective September 10, 2026, extends the proposal due date to September 15, 2026 at 2:00 PM EST and clarifies testing and construction requirements through a series of six questions and answers.

The Q&A section addresses technical specifications for the project, including manhole and pipe testing requirements referenced in Sanitary Sewerage specification 33 30 02, bypass pumping operations and contractor coordination with the Owner, CCTV requirements for new sewer mains and manholes, epoxy coating requirements for new and existing sewer manholes, and scheduling flexibility regarding the sequence of gravity sewer work and lift station pump replacement. A key clarification states that contractors must submit proposals per plans and specifications, and that government rejection of a contractor-selected overhead crane will not trigger a change order—the contractor bears responsibility for selecting equipment that meets specifications. The amendment requires acknowledgment of this modification prior to proposal submission and notes that failure to acknowledge may constitute grounds for rejection.
