About this opportunity
The Federal Aviation Administration's William J. Hughes Technical Center for Advanced Aerospace is seeking Center Operations and Maintenance Services (COMS) through an unrestricted procurement using best value tradeoff procedures. The contract will be a hybrid Firm-Fixed-Price and Cost-reimbursable Indefinite Delivery/Indefinite Quantity (ID/IQ) contract covering comprehensive facility maintenance services including central utilities, site utilities, electrical distribution, water treatment, and environmental compliance across multiple buildings and infrastructure systems. Evaluation factors include Staffing Approach, Management Approach, Corporate Experience, Past Performance, and Cost/Price, with proposals evaluated against these criteria to determine the best overall value to the government. A mandatory site visit was conducted on June 5, 2025, with questions due by June 2 and June 10, 2025, and final proposals must be submitted by 4:00 PM Eastern Time on July 2, 2025. The procurement includes specific requirements for REAL ID Act compliance for contractor personnel accessing FAA facilities and obtaining Personal Identity Verification (PIV) cards.
This procurement does not utilize any set-aside designations and is open to all qualified contractors, though the FAA has established small business subcontracting goals including 43.02% of total subcontract dollars to small business concerns. The contract includes service for multiple tenant organizations at the facility, including the Transportation Security Administration, Department of Homeland Security, and United States Coast Guard, with specific pricing structures outlined for different task orders. The total estimated contract value across all periods is $16,646,730.32, with the largest portion ($12,834,965.02) allocated to the William J. Hughes Technical Center task order. The contract performance period includes a 2-month transition period, a 12-month base period, and six potential 12-month option periods extending from 2026 through 2032. All services will be performed at the William J. Hughes Technical Center located in Atlantic City, New Jersey, which encompasses 56.81 lane miles of roads, over 1.7 million square feet of parking areas, and numerous specialized facilities requiring ongoing maintenance and operation.
