About this opportunity
The Federal Aviation Administration seeks white papers and proposals for aviation research across multiple technical domains through Broad Agency Announcement 692M15-25-R-00004, with the BAA remaining open through December 4, 2034. This is a continuous solicitation with no single proposal deadline; white papers may be submitted at any time until expiration or topic removal. The most recent substantive amendment (Amendment 012, effective September 29, 2026) added and modified research topics across six categories.
Place of performance is Atlantic City, New Jersey, at the William J. Hughes Technical Center for Advanced Aerospace, with research conducted at that location and other FAA organizations as required.
The BAA encompasses six research categories with fifteen active topics: Aviation Research Airport Pavements (ARAP) addressing pavement design, monitoring, and assessment; Airport Research Structures and Materials (ARSM) covering structural integrity of metallic aircraft components; Aviation Research Structures and Propulsions (ARSP) focusing on nickel alloy fatigue testing and hydrogen aviation safety; and Aviation Research Software & Systems (ARSS) addressing rotorcraft control integration, complex digital systems assurance, and FAA oversight modernization. Funding varies by topic, ranging from $100,000 to $650,000 per fiscal year. Most topics offer periods of performance up to three years, with continuation subject to FAA discretion based on performance. Annual funding is contingent on appropriations availability.
The solicitation operates in two phases: offerors submit white papers (five pages maximum, excluding cost estimates) for preliminary review, with the FAA responding within sixty calendar days. Selected offerors are then invited to submit formal proposals in two volumes: Volume I (technical, 25 pages maximum) and Volume II (price/cost, 10 pages maximum). Proposals are evaluated on scientific and technical merit, contribution to FAA Aviation Research missions, team competency, project completion planning, and technical/implementation risk. Cost is analyzed for reasonableness and affordability rather than scored competitively. The FAA prefers Firm Fixed-Price awards and reserves the right to make multiple awards under individual topics or fund all, some, or none of submitted proposals. Other Transaction Agreements and cost-reimbursement arrangements with cost-sharing are permissible. All offerors must register in SAM.gov and meet certifications and representations requirements. Open to industry, academia, government entities, small businesses, and historically underrepresented organizations. NAICS 5417; PSC AJ11.
