About this file
This document is an Amendment 0002 containing Questions and Answers (Q&A) for the FAA's William J. Hughes Technical Center's Center Operations and Maintenance Services (COMS) solicitation. The Q&A addresses a wide range of technical, operational, and administrative details, including clarifications on work requirements, facilities maintenance, personnel qualifications, FMMS (Facility Maintenance Management System) usage, subcontracting expectations, and proposal submission guidelines. Key clarifications include confirmation that the contract will cover all work ordered under the new contract, specifics on maintenance responsibilities for various campus facilities, requirements for water treatment plant operators, and guidance on proposal formatting.
The Q&A provides critical information for potential bidders, such as the confirmation of a proposal due date of July 2, 2025, details about mandatory site visit requirements, and explanations of contract terms like work estimates, inventory management, and service call procedures. Notable technical details include confirmation that some maintenance tasks like airfield lighting relamping are not included, clarification on handling of asbestos-containing materials, and specifications about inventory stocking levels and equipment maintenance responsibilities. The document also addresses administrative questions about proposal formatting, small business subcontracting plans, and key personnel resume requirements, providing comprehensive guidance for potential contractors preparing their proposals.

service call, if less than $2500. Please check the historical service calls.
28 Attachment II, Section 13 – Environmental Compliance and Waste Disposal 1
Please provide further details and clarification concerning (m) Storage tank closure, removal, excavation, and disposal. Will this project be priced separately as an IDIQ line item, or does it fall under the FFP portion of the contract? If remediation or contamination is involved, is that priced separately? Are there any tanks scheduled to be removed or disposed of during the base year of the contract? If yes, which one(s) on the inventory list?
Storage tank removal and remediation is typically a separate contract. If the contractor is capable, we may seek a proposal via Non-recurring Services. If remediation/contamination is involved, then that would be part of the work mentioned above. However, if the cost to remove is less than $2,500.00, then it would be a service call. We do have tanks scheduled to be removed but it is all dependent on funding. Any removals would be replaced by above ground storage tanks and added to the contract via record of change report and request for modification. Currently (base year) USTD-B316-01 (new Equipment code field) is slated for removal and replaced by an above ground fuel tank.

Offeror Question FAA Answer
1 We would kindly request a one-month extension (at a minimum) on the bid due date. The current bid date, with a site visit not until June 5th, doesn’t allow sufficient time to understand the campus layout with respect to operations and maintenance requirements across the campus.
Amendment 0001 has been issued to extend the proposal due date to 4:00 PM Eastern Time on 2 July 2025. Any proposal received after the specified submission date and time is considered “late” in accordance with AMS 3.2.2.3-14 Late Submissions, Modifications, and Withdrawals of Submittals and will not be evaluated.
2 Can you provide a map of the various buildings to be operated and maintained by building number so we can match the building locations and the requirements of each building.

Major subcontractors are identified in AMS 3.10.2-1 and AMS 3.10.2-2, but it is the Offeror’s responsibility to staff and manage the contract to meet PWS requirements.
5 Would you be responsive to an alternative bid on campus? If needed, we could bid the base as documented and offer an alternative bid to fulfill the requirements.
As stated in SIR Section L.2, alternate proposals will not be considered.
6 Is there labor time and material cost associated with the COMS service calls and the provided PM list as required in
The resultant contract will not be Time and Materials. Offerors can use Attachment L-4 Historical Service Call Data as well as Attachments C-3 Equipment List by PMs, C-4 PM http://www.faa.gov/foia/email_foia/?region=aea the contract? The time period between the June 5 site visit and the current proposal due date of June 18 is not sufficient or reasonable in order to develop a fully responsive proposal that addresses the complex requirements of this solicitation.
See answer to SIR Questions, No. 1
17 RFP, Clause 3.2.4-5 (d), Final Indirect cost rates
Please provide clarification on whether this section applies considering all services are to be billed as FFP.
The exception being ODCs which are to be billed as a pass-through without markup or fee.
The Fixed Burdened Rate also applies to CLIN X004 Other Direct Costs.
Attachment B-2 Fixed Burdened Rate and SIR Section B.3.1.5 CLIN X004 – Other Direct Costs are revised accordingly.

Yes. Costs of bonding required pursuant to the terms of the contract are allowable to the extent that the rates and premiums are reasonable under the circumstances.
19 RFP, Section L.11.1.1 Vl. 1, Tab 1 – Staffing Approach, b.
Would the FAA consider limiting the resume requirement to only the three designated key positions (Contract Manager, Alternate Contract Manager, and Safety Manager) in paragraphs 2.3.a, 2.3.b, and 2.3.c? Requiring resumes for all team members in paragraph 2.3.d is extremely challenging given the expedited solicitation timeline, and industry standards typically only require detailed resumes for key management roles.
Modifying this requirement will
See answer to SIR Questions, No. 15 promote competitive responses for the FAA.
