PWS Questions
No. PWS Attachment #, Section #, Paragraph #
Offeror Question FAA Answer
1 Q&A #15 Re the Government’s Q&A response: “Contract Manager (CM), Alternate Contract Manager, Safety Manager, and the Contract Management Team are Key Personnel in accordance with Attachment C- 1 PWS, Attachment I, Section 2 Personnel, Paragraph 2.3 Key Personnel Requirements and per AMS 3.8.2-17 Key Personnel and Facilities.
Offerors will propose a staffing approach to meet the Contract Management Team roles and capabilities. Resumes are required for each individual performing Key Personnel duties to demonstrate that all proposed Key Personnel meet the qualifications requirements of Attachment C-1 PWS, Attachment I, Section 2 Personnel, Paragraph 2.3 Key Personnel Requirements.”
Although this response clarifies the instruction, we respectfully ask the Government to reconsider this requirement.
These types of resume requirements, particularly the elliptical requirements described for the “Contract Management Team” heavily favor the incumbent and will render this procurement uncompetitive. We recommend eliminating all
Key personnel and management team composition have changed significantly from the current contract with the incumbent. Additionally, there is no stated SIR requirement, or implied preference, for an Offeror to utilize incumbent management staff. As such, there is no clear advantage to the incumbent in this regard.
The Government will not relax or alter the Key Personnel requirements under Attachment I, Section 2.3. It is critical that the FAA understand and evaluate each Offeror's proposed contract management team, including resumes, to ensure the best value Offeror is selected.
resume requirements to allow offerors the opportunity to affirm the Government’s minimum personnel qualifications requirements, describe their recruitment process and their ability to retain legacy management and non-management personnel.
2 Attachment II Section 14 Roads and Surfaces 5- 13-2025.pdf
We understand that maps will be provided after award as they are FOUO. To assist bidders in understanding the level of effort to be delivered under 14.2.4.1, Surfaced Area Sweeping and Cleaning, can the FAA provide the square footage to be swept monthly within the firm fixed price portion of this contract?
We were unable to determine this information during the site visit.
Please see attached map (Attachment II Section 14 TE II- 14-1 Roads Map) for lane miles of roadways, parking lot square footage, and other relevant information regarding sweeping requirements. In addition, the FAA Ramp requiring sweeping is approximately 700,000 square feet.
Attachment II Section 14 TE II- 14-1 Roads Map is For Official Use Only. All soft and hard copies of the map must be destroyed if not the contract awardee.
3 Attachment II Section 10, Vehicles
During the site visit, it was stated at the time of award the government would not own any vehicles. Can the government confirm the list of GFE provided in Attachment I Section 05 Property will still be available for contractor use?
See Attachment I Section 05 Property Technical Exhibit I-5-2 Government-Furnished Equipment for the list of GFE to be provided.
4 Attachment II Section 10 and Attachment
C-3, GEV
During the site visit, it was stated at the time of award the government would not own any vehicles. For the bidders to understand the correct amount of equipment mechanics to include in our proposed staffing plan, will the FAA clarify if the following vehicles, listed in
Attachment C-3, should be included in our FFP?
When reviewing the information in Attachment C-3, it is imperative to understand the number of Preventive Maintenance tasks assigned to each piece of equipment. The vast majority of vehicles mentioned in your question do not have any maintenance requirements under the Contract, but are simply in service equipment in our

5 Attachment II Section 09
During the site visit, we noted that the incumbent was self-performing the water treatment plant operations. In reviewing the data provided in the RFP, we cannot determine the volume of water treated annually in order to calculate chemical materials such as soda ash, chlorine, and phosphate. Can the FAA provide the last two years of chemical usage or water plant output volume?
Water usage data (water treated and distributed from Water Treatment Plant) provided via attached document.
6 General There were barcodes on fire suppression equipment on the site. Are these currently being used with Archibus on the contract?
The barcode is not currently used; the equipment code on the same tag does cross reference to ARCHIBUS.
7 General If barcoding is used on the current contract, what other equipment is barcoded on site?
See response above.
Barcoding is currently not used on the existing Contract but may exist on some equipment.
8 General Please provide a list of current specialty subcontractors used at the site.
*Andover – Building Automation System
*DVL – PMCS/SCADA,
*Veeder Root for annual requirements However, it is the Offeror’s responsibility to identify and manage subcontractors to meet PWS requirements.
9 General It was mentioned on the site visit that there was limited connectivity on site for smart devices used in conjunction with Archibus. Are smart devices currently being used with Archibus to update work live?
Smart/mobile devices are not currently being used to update work live in Archibus, but Archibus does have mobile capabilities.
10 General It was mentioned on the site visit that there was limited connectivity on site for smart devices used in conjunction with Archibus. Please explain what those limitations are.
While the larger administrative type buildings have Wi-fi available on the FAA network, there are large sections of the campus, including some buildings that do not have wireless networks available.
Additionally, only FAA approved devices can utilize the FAA network, which includes access to Archibus.
11 General There was a construction management software package mentioned on site. What is the name of the software and when was it updated.
ARCHIBUS Facility Maintenance Management System. This system is maintained and updated regularly by Government personnel. See SIR for further details regarding Archibus.
12 General Please provide a list and contact information for all required software or systems maintenance contracts required on the contract.
1. Andover - Building Automation System (BAS) with SkySpark Data Analytics package
2. DVL - PMCS/SCADA
13 Attachment I equipment mentioned at Site Visit
Attachment I Section 05 Property; para 5.1.4.2 states "The Contractor is responsible for the entire cost of the maintenance and repair
Amendment 0002 revised Attachment I Section 05 Property Technical Exhibit I-5-2 Government-Furnished Equipment to remove the program, with the exception of individual repair needs in excess of $10,000." Because the threshold is significantly greater than Attachment 1 Section 3 para 3.2.2.3.1 threshold of $2,500, should there be a separate CLIN to accurately account for the maintenance and repair of the GFE identified in Technical Exhibit I-5-2.
equipment that would require individual repair needs up to $10,000. As a result, Attachment I Section 05 Property Paragraph 5.1.4.2 is hereby revised accordingly. All GFE repairs will be handled as CLIN X003 Service Calls.
14 Attachment I equipment mentioned at Site Visit
Attachment I Section 05 Property; para 5.1.4.2 states "The Contractor is responsible for the entire cost of the maintenance and repair program, with the exception of individual repair needs in excess of $10,000." If we are to mix $10,000 liability and $2500 liability items to arrive at overall service call CLIN prices, the larger threshold will skew the lower threshold and Center customers will be paying an artificially higher Service Call Price for $2500.00 Threshold repairs. We suggest $10,000 Limit of Liability equipment should have a separate CLIN.
