About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a contractor to perform Force Generation Risk Reduction (FGRR) maintenance and repair work on the USS LEWIS B. PULLER (ESB-3), a naval vessel. The solicitation (N6817125R0001) requires a comprehensive three-phase effort including a regular overhaul-drydock (ROH-DD), lay berth and industrial assistance, and a mid-term availability (MTA). Proposals will be evaluated on three key factors: Technical Capability (Acceptable/Unacceptable), Past Performance (rated from Very Relevant to Not Relevant), and Price. The technical evaluation will assess the contractor's understanding of work packages, ability to perform the statement of work, management control, quality assurance, and comprehension of Navy work requirements. Pre-proposal questions were due by December 14, 2024, with the final proposal deadline extended to January 8, 2025, at 12:00 p.m. Central European Time.
The contract will be performed at the contractor's facility within the Commander Sixth Fleet Area of Responsibility, which spans approximately half the Atlantic Ocean and multiple European seas. The scope encompasses 272 total work items across MSC and FDRMC requirements, with estimated labor hours of 23,471 for ROH, 17,000 for lay berth, and 16,018 for MTA, accompanied by material costs ranging from $550,000 to $839,000 per phase. The contract period is structured across three phases: ROH-DD from May 28 to July 31, 2025; lay berth and industrial assistance from August 1, 2025 to July 31, 2026; and MTA from August 1 to September 30, 2026. No specific set-aside was designated for this solicitation, and the place of performance is specified as being in Italy. The contract will be administered by NAVSUP Fleet Logistics Center Sigonella, with provisions for Additional Government Requirements and pre-established labor rates for potential growth work.
