About this opportunity

The USDA Forest Service is seeking qualified contractors for a design-build reconstruction of the Virginia Creeper National Recreation Trail, specifically the eastern 18-mile section that sustained extensive damage from Tropical Storm Helene in September 2024. This comprehensive project involves designing and rebuilding 31 trestle bridges, trail treadway, and associated infrastructure while maintaining the trail's original 2-7% grade and historical footprint within the George Washington and Jefferson National Forests. The procurement follows a two-phase approach: Phase I was a Call for Qualifications that has already been completed with three firms selected (Barnard Construction Company Inc., Brayman Construction Corporation, and Kiewit Infrastructure South Co.), and Phase II requires these selected firms to submit detailed technical and price proposals by September 9, 2025. The evaluation will use a Best Value Tradeoff Process under FAR 15.101-1, with technical approach, past performance, design solutions, and small business utilization as key criteria. A virtual presentation is scheduled for September 16, 2025, with the contract award anticipated by late September 2025.

This solicitation is unrestricted but includes a Small Business Subcontracting Plan requirement with a 40% small business subcontracting goal, including specific targets for various small business categories totaling 22%. The contract is structured as a firm-fixed price design-build agreement with an estimated total value between $200-300 million, making it one of the largest trail reconstruction projects in recent federal procurement history. The performance period spans from October 1, 2025, through September 30, 2026, requiring completion of all design and construction activities within this aggressive 12-month timeline. The project is located in Washington and Grayson Counties, Virginia, in a rugged and remote landscape outside the cities of Damascus and Whitetop Station. The work encompasses approximately 18 miles of trail reconstruction, with contractors required to demonstrate bonding capacity of up to $300 million and maintain construction safety records with an Experience Modification Rate (EMR) not exceeding 1.2.

Project Description: This project is for the design-build of the Virginia Creeper Bridge and Trail Reconstruction.  The Virginia Creeper National Recreation Trail (VCNRT) is a popular thirty-four -mile rail-to-trail in Washington and Grayson Counties in Southwest Virginia. While the western half is owned and managed by the Towns of Abingdon and Damascus, the approximately eighteen miles of the eastern half is owned and managed by the USDA Forest Service. The landscape of the eastern half is rugged and remote, and that portion of the trail sustained heavy damage from Tropical Storm Helene in late September of 2024. The trail occupies the former footprint of the Abingdon Branch of the Norfolk and Western Railroad and includes forty-seven railroad trestle bridges. The trail’s eastern half, managed by the USDA Forest Service, includes thirty-one trestles, most of which were destroyed or damaged by the storm. Much of the treadway in the trail’s eastern half also sustained heavy damage. This project proposes to reconstruct the eastern 18 miles of the Virginia Creeper National Recreation Trail in its former footprint, while maintaining its former 2%-7% grade, and including trestles, treadway, and identified associated features.   SUGGESTED INTERNET INFORMATION  https://www.fs.usda.gov/detail/gwj/home/?cid=fseprd1209261
