About this opportunity
The United States Department of Agriculture Forest Service is seeking a design-build contractor to reconstruct approximately 18 miles of the Virginia Creeper National Recreation Trail in Washington and Grayson Counties, Virginia, following extensive damage from Tropical Storm Helene in September 2024. The project involves reconstructing 31 trestle bridges and trail treadway while maintaining the original 2%-7% grade, with a focus on restoring the trail's infrastructure in its original footprint. The procurement will be conducted in two phases, with Phase I being a Call for Qualifications where offerors will be evaluated on non-price factors including bonding capacity, safety record, technical qualifications, and past performance. A maximum of three firms will be selected to proceed to Phase II, where they will submit detailed technical solutions and project management plans. Key dates include non-mandatory pre-proposal meetings on June 2 and 9, 2025, with a Phase I mandatory submission deadline of July 9, 2025, at 1:00 PM Eastern Time.
The solicitation is an unrestricted competitive acquisition with a Small Business Subcontracting Plan requirement, targeting a 40% small business participation goal. The estimated design and construction cost ranges from $200 million to $300 million, with a firm-fixed price contract to be awarded using a Best Value Tradeoff Process under FAR 15.101-1. The contract will have a performance period from October 1, 2025, to September 30, 2026, with a strict mandatory completion date of September 30, 2026. Contractors must demonstrate a bonding capacity of at least $300 million and maintain a safety record with an Experience Modification Ratio (EMR) of 1.2 or less. The project will involve reconstructing 47 total bridge structures across the trail, with various superstructure types including steel truss, wooden trestle, steel girder, and steel arch culvert, classified under NAICS Code 237310 for Highway, Street, and Bridge Construction.

Project Description: This project is for the design-build of the Virginia Creeper Bridge and Trail Reconstruction. The Virginia Creeper National Recreation Trail (VCNRT) is a popular thirty-four -mile rail-to-trail in Washington and Grayson Counties in Southwest Virginia. While the western half is owned and managed by the Towns of Abingdon and Damascus, the approximately eighteen miles of the eastern half is owned and managed by the USDA Forest Service. The landscape of the eastern half is rugged and remote, and that portion of the trail sustained heavy damage from Tropical Storm Helene in late September of 2024. The trail occupies the former footprint of the Abingdon Branch of the Norfolk and Western Railroad and includes forty-seven railroad trestle bridges. The trail’s eastern half, managed by the USDA Forest Service, includes thirty-one trestles, most of which were destroyed or damaged by the storm. Much of the treadway in the trail’s eastern half also sustained heavy damage. This project proposes to reconstruct the eastern 18 miles of the Virginia Creeper National Recreation Trail in its former footprint, while maintaining its former 2%-7% grade, and including trestles, treadway, and identified associated features.
