About this file
This document is an Amendment (Amendment 004) to a federal solicitation for the USDA Forest Service's Virginia Creeper Trail (VCT) Phase II Design-Build Rehabilitation project. The amendment incorporates Questions and Answers from 08082025 and updates several key contract details, including:
Key project dates include a site visit from 11-14 August 2025, a proposal submittal deadline of 09 September 2025 at 1300 hours ET, and a virtual presentation on 16 September 2025. The last day for questions is 22 August 2025. The government will offer a temporary bridge for contractor use during the contract. A notable change involves correcting the general liability insurance clause from "500K*500K per occurrence" to "500K per occurrence". The project involves rehabilitating bridges and trail sections along the Virginia Creeper Trail, with specific requirements for design, materials, and construction approaches that prioritize durability, aesthetic considerations, and minimal environmental impact.

Bidder Comment: Is there a limit to how many people can attend?
Resolution: Each contractor will be limited to one vehicle during the tour on Aug 11 and Aug 12, due to the lack of safe turn-round spots and parking. All driving locations on the tour will be accessible using a standard passenger vehicle, although vans or other vehicles are totally appropriate.

Bidder Comment: The agenda references walk/ride. Is there more details on the “ride.” Does the USFS plan some sort of transport, or should we be making provisions for some sort of transport beyond walking?
Resolution: Each contractor will be limited to one vehicle during the tour on Aug 11 and Aug 12, due to the lack of safe turn-round spots and parking. August 11th will be a day of driving, ensuring the locations where the trail and construction staging areas are accessible by car can be viewed.
The locations that can be accessed for the entirety of the trail will be visited. August 12th will be a day for hiking to more damaged locations, with less driving. At the conclusion of Monday and start of Tuesday hike locations will be determined based on group interest in certain locations from the Monday canvassing. All driving locations on the tour will be accessible using a standard passenger vehicle, although vans or other vehicles are totally appropriate.

Bidder Comment: Will all teams be traveling together in a large group or is the plan to split up into smaller groups for the site visit?
Resolution: All teams will be traveling in tandem on August 11th and 12th. Self-guide is permitted with a visitor list so the USFS can notify Law Enforcement. This list will need to be provided by noon on Wednesday, August 13th prior to departing. Bidder Comment: The provided information references sturdy boots being required for the site visit. With many structures missing, and fording of streams required for full access to see the trail, does the USFS have any requirements or plans related to stream crossings as part of the site visit or do teams need to make provisions for this on their own?
Resolution: August 11th will largely be driving to accessible stop locations and included construction staging locations. Additionally, a temporary bridge at Straight Branch may be installed by Tuesday August 12th to provide better access to cross the creek. August 12th will be a day for more hiking to access and see more damaged trail locations.
if they want to go to see very many bridge locations, waders recommended.
Bidder Comment: If I understand the draft agenda the plan is to do the site visit the first two days with the pre-proposal conference on the third day. Is it acceptable to have more attendees at the conference that do not attend the site visit? Also, previous information indicated that virtual attendees may be allowed, is that still the case or will it only be in person for the pre-proposal conference?
Resolution: There is no limit to attendance on the conference day, Wednesday August 13 from 8 am to 12 pm. There will be a virtual option to attend this prime contractor/subcontractor only meeting. See calendar invite sent to prime contractors.
Bidder Comment: We understand that any Drone use must be coordinated through the Forest Supervisor, and that we need to provide a list of all team members attending this site visit. Are there any requirements for self-guided site visits outside of the week of Aug 11th?
Resolution: Onsite access is provided the week of August 11th exclusively to ensure safety of contractors and onsite contractors actively removing debris from the project site.
All teams will be traveling in tandem on August 11th and 12th. Self-guide is permitted with a visitor list so the USFS can notify Law Enforcement. • Is it permissible to drill a water well directly on the Virginia Creeper Trail?
• If so, what permissions, permits, or environmental reviews are required prior to proceeding
• If drilling on the trail is not permitted, would it be acceptable to source water from a nearby private property, provided we obtain written permission from the landowner?
Resolution:
Drilling a well on the VCT trail for water to utilize during construction could be allowed. The Forest Service will require application for a Special Use Permit. The Forest may have specific restrictions on where such a well might go. The Forest may require that the well be properly abandoned once the project is complete if they do not have a use for it. In Virginia groundwater withdrawal is regulated by the Virginia Department of Environmental Quality (DEQ) under the Groundwater Management Act. Approval may depend on the amount of water being extracted and the length of time the extraction is required. If the well impacts surface water, a Virginia Water Protection Permit may also be required. Other potential permits could be (and not limited to) a Virginia Well Construction Permit, a Clean Water Act Section 404 Permit or other applicable local state or Federal permits.
Drilling a well on USFS property will likely trigger a NEPA review. Additionally, depending on where the well is placed a National Historic Preservation Act and an Endangered Species Act review might be warranted.
Alternatively, if the contractor makes an independent deal with a nearby private property to either drill a well or tap into an existing well then, USFS has no objections as long as all local, state and federal regulations are followed.

Bidder Comment: Per Attachment 08, Section M, Phase II General Submission Requirements for Phase II Request for Proposal states that “During Phase II, the most highly qualified firms will be issued a Request for Proposal (RFP), which will outline the remainder of the selection process requirements. The RFP will contain the requirements necessary for the most highly qualified Offerors to submit both a Technical Proposal and a Price Proposal during Phase II.”
Question: Does the USDA-FS intend to issue the updated Phase II RFP, or is the Contractor/Design Builder to assume Amendment 0003 serves as the Phase II RFP?
Resolution: As stated in Amendment 003, 12445125R0002 with all amendments is the RFP. Terms and conditions from Amendment 0002 remain unchanged. Deadlines for submittals and presentations remain unchanged from Amendment 002. You are now in Phase II.

Bidder Comment: Regarding the steel truss designed bridges, industry standards and best practices include details for rails that are integrally welded to structural steel members of the truss in the longest sections practicable. These industry standards meet FSH 7709.56b Ch. 80. Experience with steel rails attached in this way has shown them to be adequately durable with rare need for repair.
Removable 10’ sections will require additional fabrication and design time that may challenge the delivery goals of the project while returning little practical benefit. Please confirm the need for removable rail sections.
Resolution: The intent of making the railing easily replaceable is because one of the main areas on Forest Service trail bridges that are normally damaged is the railing. Typically, this comes from falling debris such as trees and tree limbs or from debris and flood water. If the railing is protected by the superstructure, such as would be the case with a truss, the falling debris should not be as much of an issue and the welded rail sections will be acceptable.

Bidder Comment: XXXX is interested in bidding on the USDA-FS GWJ Virginia Creeper Bridge and Trail Reconstruction Design-Build project as a subcontractor. Are we allowed to register for the Preproposal Conference/Site Visit scheduled for 11-14 Aug 2025?
Resolution: NO and YES. Subcontractors may attend the site visit BUT ONLY AS PART OF A PRIME CONTRACTOR TEAM. Your firm must clearly identify the prime contractor team you are part of (sponsoring prime contractor). This is to maintain the prime/subcontractor relationship and to comply with FAR 52.219-9. https://www.sba.gov/federal-contracting/contracting-guide/prime-subcontracting#:~:text=Large%20business%20contractors%20must%20ensure,Subcontract%20rep orting

Link Updated Date The Creeper Trail, Damascus VA: Documenting Hurricane Helene's Destruction Jun 8, 2025 The Destruction of the Virginia Creeper Trail Jun 8, 2025 We are also doing a "recovery" site both for local residents and those who wish to know what is going on with the rebuilding of the Creeper Trail. Rumors abound as you might imagine and it is our purpose to accurately portray what is happening. We do this through our website, https://www.vacreepertrail.us/recovery/, and through other media.
I would be a quiet observer at your site visits. I would, however, privately let the finalists know that if they need local information or volunteer assistance in getting set up for the rebuilding, we can provide a wealth of information on where to stay, restaurants, cleaning and other services in the area.
Resolution: This question has multiple parts:
1. Site Visit: The site visit on 11-14 Aug is only for the prime contractors and their subcontractors only. This is due to limited transportation to the actual VCT work locations and overall public safety in a declared disaster area. Site Visit Notes will be available on sam.gov following the meeting.

The SOO states, “Design of new and rehabilitated structures to have a service life of 75 years.”
Defining and achieving a target service life is based on design decisions, construction quality and regular inspection and maintenance. During design, our expectations would be to develop a project specific definition for service life and duration of the service life for replaceable and non-replaceable components. Routine maintenance would include the replacement of renewable elements. Non-replaceable elements will meet the 75-year service life requirement. Does this

Examples of renewable items are joints, coatings, and timber decking. Examples of non-replaceable elements would be primary structural elements beams, trusses, arches, abutments, bents and foundations.

"The SOW Structure Design Parameters states, “Design of new and rehabilitated structures to have a service life of 75 years.” In Section C SOW Elements and Section 102 of the SOW (Site Specific Description of Work) certain structures are listed for rehabilitation: 16 (main span), 17 (main span if feasible), 21, 35 (if feasible), 36, 38 (if feasible), 39(if feasible), 42 and 43. In the time period required and with the lack of as built information, the Design Builder may not be able to certify the structure for the 75-year service life and will have to assume replacement of the structure is needed. In order to preserve the historic structures, reduce cost, improve schedules, and reduce environmental impacts, would the government consider a lower service life requirement for structures to be rehabilitated and remain?
Resolution: It is the preference of the USFS to reuse the superstructures that are listed in the scope of work where possible. To aid the teams to do this a 50-year design life for the reused portions of those structures will be acceptable.
t 8 page 13 of 18 Bidder Comment:
The Engineering Geologist or Geotechnical Engineer requirements only allow for a Professional Geologist licensed in the state of VA. There is not an option for a licensed Geotechnical Engineer.
The majority of the geotechnical design work (i.e., bridge foundation design, retaining wall design, slope stability analyses) on this project is best suited for an engineer, not a geologist. We request a geotechnical engineer registered in the state in VA also be an option to fill this role.
Resolution: A geotechnical engineer (or civil engineer with geotechnical experience) licensed in the Commonwealth of Virginia is acceptable.

Bidder Comment:
Regarding Q&A #88 - The final design exploration requirements conflict between USFS, VDOT and AASHTO design guides. The USFS Handbook 7709.56b "Transportation Structures Handbook Chapter 30 Site Surveys", Section 31 Foundation Investigations states "Investigations may range from visual observation of site conditions and mapping of geological conditions to test pits or extensive soil borings....", and "Where rock outcrops are present and drilling is not necessary to determine the extent of rock or its quality, ....". VDOT "Materials Manual of Instruction", Chapter III Geotechnical Engineering, Section 303, Table 3-1 requires a minimum of 2 borings per substructure for shallow foundations and 1 boring per substructure for deep foundations. AASHTO "LRFD Bridge Design Specifications", 10th Ed, 2024, Table 10.4.2-1 requires 1 boring per substructure for shallow and deep foundations. Please confirm that the USFS Handbook referenced above should be used to develop the final design geotechnical exploration program.
Resolution: The Forest Service Handbook does not give adequate guidance for these investigations.
VDOT Guidance is preferred. The Teams are ultimately responsible for conducting a professional investigation, but attached is a list, based on field observation, of what is generally minimally anticipated/acceptable for the bridge foundations. Issues during construction due to inadequate information due to lack of investigation will be the responsibility of the contractor. Additional boring will be required as outlined in the Scope of Work or as directed by the Team’s geotechnical engineers.

Structures are to be designed to be extremely resilient against future storm events. Please provide clarification on the definition/expectation for 'extremely'.
Resolution: the structures are required to be designed and built to withstand the effects of low frequency (e.g., probability less than 1% in any given year) weather events including hurricanes, snow storms, and ice storms. Definitions of terms not explicitly defined in handbooks, manuals, and regulations can be defined using engineering or construction industry definitions or standards.
When using such definitions, please include the references used to make these determinations.
