About this file

This file is a Pre-Proposal Conference Presentation for a USDA Forest Service Design-Build contract (Solicitation Number 12445125R0002) to reconstruct the Virginia Creeper National Recreation Trail after damage from Tropical Storm Helene. The project involves reconstructing approximately 18 miles of trail in Washington and Grayson Counties, Virginia, including 31 trestle bridges, with a total estimated project cost between $200-$300 million. The procurement will be conducted in two phases, with Phase I being a Call for Qualifications focused on evaluating technical approach, experience, past performance, and contractor capabilities.

Key submission requirements include a 100-page technical qualifications volume, a 20-page past performance volume, and mandatory screening for bonding capacity and safety record. The contract has a 40% small business subcontracting goal and a targeted completion date of September 30, 2026. Offerors must submit up to five relevant construction and design projects, with preference given to design-build experience, renovation projects, and teams that have previously worked together. The solicitation is unrestricted but emphasizes experience in bridge construction, trail restoration, and sustainable design features, with specialized codes including bridge design, structural engineering, and recreation facility construction.
