About this file
This document is a Statement of Work (SOW) for the Virginia Creeper Bridge and Trail Reconstruction project located in the George Washington and Jefferson National Forests. The project involves reconstructing approximately 18 miles of trail from Damascus, VA to the North Carolina state line, focusing on rebuilding 31 trail structures, with 18 currently destroyed or missing. The design-build contract requires comprehensive services including debris removal, trail and bridge design, environmental assessments, geotechnical investigations, and construction of trail infrastructure.
Key requirements include maintaining the original trail corridor and grade, designing bridges with a minimum 10-foot width, using engineered wood or steel superstructures, and ensuring 1-foot minimum freeboard above estimated peak water flow. The contractor must coordinate with multiple agencies including Virginia Department of Environmental Quality, US Army Corps of Engineers, and Fish and Wildlife Services. The project emphasizes environmental preservation, trail resilience, and aesthetic considerations aligned with the Forest Service's mission, with an estimated construction cost between $200-$300 million. Submittal deadlines include a Phase I Call for Qualifications due on 07/09/2025, with potential contract award following a best value tradeoff process.

Version 06302025
Section C Description/specifications/Statement of Work (SOW)
BACKGROUND AND LOCATION
The project location is the George Washington and Jefferson National Forests in Virginia, on the Virginia Creeper National Recreation Trail (VCNRT) on the Mount Rogers National Recreation Area (NRA).
Removal of debris throughout the VCNRT corridor and surrounding landscape will need to occur. Debris includes trestle and trail materials, rocks, sediments, boulders, root wads, logs, hazard trees, grazing materials such as fences from local allotments, general trash, and other hazardous materials. Debris piles pose risks to human health and safety and aquatic resources and prevent access to the VCNRT for restoration purposes.
Varying ownership boundaries and rights-of-way are located along and within the VCNRT corridor. Legal ownership boundary surveys will need to be conducted to locate, measure, and mark federally owned and administered lands boundary lines. Railroad corridor location and staking on federally owned and administered lands will be required.
Additionally, topographic surveys and mapping as design considerations will also be required.
Approximately 17 miles of the VCNRT from Damascus, VA through Taylor’s Valley to Whitetop to the North Carolina state line will need to be rebuilt. This rebuild will largely keep the trail within the existing corridor to maintain the downward grade of the trail from Whitetop to Damascus. In isolated areas where land base conditions have changed from flood or slope failure effects, minor re-routes or engineered solutions such as cantilevered surfaces may be required as determined through the design process. This may lead to bridges in different locations or the reduced need for the same number of bridges. In the current trail alignment, there were 31 total rail to trail structures, 18 of which are destroyed or missing entirely from their original location. The remaining trestles incurred various levels of damage, which will be addressed through repairs or replacements. Slope failures that have occurred and are impeding the construction of the trail or pose a threat to human health and safety will be stabilized. The design process will determine the final trail alignment as informed by Forest Service handbook policies and design criteria outlined to protect sensitive resources during construction.
Construction of staging areas will largely use existing parking lots and disturbed locations along the VCNRT that are managed by the MRNRA. Parking lots will be improved to Forest Service standards utilizing the existing surface and footprint. If additional areas are needed to ensure safety of construction or restoration activities, the Forest Service will confer with resource specialists and consulting agencies to ensure resource protection. The Wyden Authority may be necessary if additional staging areas are determined to be needed that are not located on National Forest System lands.
This will be handled on a case-by-case basis with permission and close coordination with the adjacent landowner.
