About this file

This document is a transcript of a pre-proposal conference for a USDA Forest Service design-build contract to reconstruct the Virginia Creeper National Recreation Trail. The project involves reconstructing 18 miles of trail and 31 trestle bridges in Washington and Grayson Counties, Virginia, which were severely damaged by Tropical Storm Helene in September 2024. The contract is structured in two phases: Phase I is a call for qualifications, where three top-rated firms will be selected, followed by Phase II, which will be a design-build proposal with a strong subcontracting requirement targeting 40% participation.

The total project cost is estimated between $200-300 million, with a contract execution period from October 2025 through September 2026. Firms must demonstrate bonding capacity up to $300 million, maintain a construction safety record (EMR) not exceeding 1.2, and provide technical qualifications highlighting bridge and structural design experience, particularly with recreational facilities. Submittal deadline for Phase I qualifications is July 9, 2025, at 1:00 PM Eastern Standard Time, with two non-mandatory pre-proposal conferences scheduled for June 2 and June 9, 2025. The contract is unrestricted with a small business subcontracting plan requirement, and the primary NAICS code is 237310 for Highway, Street, and Bridge Construction.

Alves, Steven - FS, KY started transcription

Alves, Steven - FS, KY 0:04 In November, you saw a subsequent news article from the local news channel that stated $600 million was allocated.

I will tell you right up front.

Do not believe everything you hear on the news because that amount of money was not given to me.

So our order of magnitude is 2 to 300 million.

So right off the bat, don't believe that news article.

The subsequent article was showed Governor Junkan stating that they've opened Highway 58 in your packages. You'll see maps that show how the Creeper Trail does parallel 58.

So them opening back up that segment is also critical to what will be your phase two proposals.

So with that, I will go ahead and start with the slideshow.

Today what?

We're going to do is go over.

The requirements for phase one, a call for qualifications.

Down in the notes note pages for the slides, you'll find the actual data for phase one. This is actual cut and paste out of the section M so you know exactly where I've pulled all this information from.

So we are recording it today.

All information is summarized, so don't say well, you said only this is required.

Please read sections L and sections M and it should answer most of your questions. If you have any other follow-ups, please submit them in writing.

It makes it easier for me to copy and paste them on our questions matrix.

I will normally post questions and answers on Friday.

The reason I do that is so I don't overwhelm you.

And you also know the scheduled day that they're going to show up.

So I will normally try to post them as early as possible every Friday.

Within the slideshow you just saw this video right before the 10:00 hour.

So a quick overview of the Virginia Creeper Trail. Again, it's approximately 18.2 miles.

Of trails and bridges, the majority of the trail was destroyed. The bridges over 50% of them suffered severe damage.

Are phases for this project again.

Phase One is the call for qualifications.

Then we will actually send the request for proposal to the three best qualified firms out of phase one to request their final proposals, and then we intend to have contract execution from October 2025 through September 2026.

Again, this is a two phase or two two step design build phase one is a call for qualifications.

Phase two is a design building proposal.

This will have a strong subcontract requirement.

Our goal is upwards of 40%.

And then a completion date of September 2026.

The overview of phase one.

What is contained within it?

Volume 1A.

That is going to be a letter of with showing your bonding capacity and your safety record.

Volume one.

B. We will focus upon technical qualifications, your approach and delivery methodology that's broken down into 3 sub factors. Your technical approach, experience and capability.

Opacity to perform the work and then we will also look at your past performance.

Again, this has been summarized out of the section M so if you go to Section M, you can get the full wording also in the slideshow down in the bottom down in the notes, you'll see the complete section M has been cut and pasted down there, but again.

Refer back to the request for proposal, not the slideshow, for complete details.

So for your volume one a this is your bonding and safety record.

We need to confirm have confirmation that you have the capability of obtaining bonds, performance and payment up to $300 million.

Now that's what we're saying is the minimum.

Again, our order of magnitude is 200 to 300 million.

You will also be required to.

Provide the your your construction safety record that's using the EMR. We actually get a letter from your.

Insurance firm where they give us your EMR score.

We're looking for something that does not exceed 1.2 or the last three years. If you're unfamiliar with EMR, if you Google it, it will give you the mathematical formulas in which the insurance companies use to give you that rating.

And again these criterias are pass fail.

You either meet the minimum standard or you don't.

Factor one is technical qualifications, approach and delivery.

So again, we're looking at the technical experience and capability and capacity to perform as you've seen already, this is going to have a project timeline of one year, which is extremely tight to meet.

The slide is really, really little, so I'm going to try to make it a little bit bigger here for you to look at.

So under the first sub factor technical approach, some of the things we're going to be looking for is the narrative that includes an organizational chart.

We need to see that if you have a joint venture that you do have signed copies of that and those pages don't count towards your narrative.

So down at the bottom, you'll see the government screening criteria, the things that we're going to be looking at.

We're asking for five or less projects.

We're looking for relevancy relevance.

Especially projects I believe we have it on here, down at the bottom, we're looking for bridge, structural design, special structures and we're also looking for experience dealing with recreational facilities such as parks. And that's because 18 miles of this project is, is trails that have been.

And destroyed.

So under your experience, that's a sub factor 2. Again, we want a maximum 5 projects. We're going to be looking at both construction and design experience.

And it's broken down by construction and design. Both are limited to 40 pages.

And those forms that you you can submit are attachments 10 and 11 to the RFP?

Some of the government's standard screening criteria.

Have you worked together with your design firm on your?

On your referenced projects.

Some of the things that we also look at are sustainability features.

In the requirements section, you'll see where we talk about longevity of the project, low maintenance costs, and in some cases I think.

We in some cases will also be looking at recycled products and reusable that you'll see out on the trail such as.

You might use fiber benches versus wood.

There's ways in which you can add the sustainability and long term.

Design efforts within your proposals.

So for sub factor 3 capability and capacity to perform again, this looks at the overview.

Of your project layout, how would you execute this?

And again, we're looking at a completion date of 30 September 2026.

Have you worked together and the ability to meet that completion date?

So for your past performance, we will pull everything that we can including C pars back in the olden days, we used to use Acas for your design firms.

We will pull all those.

We will also pull your past performance questionnaires that are submitted to us.

We will look at relevant past projects, how we will score you is all down in the government standard and all of this is listed in section.

M.

So we're going to have to pre proposal conferences.

The first is today we'll have another one next Monday.

The deadline to submit questions for phase one is 30 June and then our deadline for submittal is 1:00 PM Eastern Standard Time on 9 July.

And that is roughly what I'm going over for phase one.

So at this point.

I know you probably have a lot of questions if you have access to a computer. If you put them into the chat, we will take those and we will transfer them to our questions and answer form and make sure you get an answer to them.

If you don't have access to the chat.

If you'd like to go ahead and we'll try to copy your question down, you can also e-mail it to me and I'll make sure I get it included.

So are there questions at this point in time?

OK.

Good question.

I'll make sure I get that copy and pasted onto the Q&A and we'll we'll get you an answer for that.

So like I said on that second one will also the follow up will also get you an get you a an answer for that and I will I should have them all answered and respond back by Friday.

I know I don't have.

I wish I could answer all of your questions right now, but like I said, some of these are very technical, so I will be getting with our engineering staff and making sure I have the right message for you because nothing's worse than passing along bad information and.

Giving the wrong impression.

So we'll get all these answered for you.

I'll copy them right from the transcript and we will get them answered.

I think kind of in closing.

You can see the political importance of the schedule, the governor, the senator both from Virginia, are extremely anxious for us to get out there.

We have awarded the rapid Debris removal task order that kicks off today.

So hopefully by the time you get out there, should you be selected for phase two, you'll be able to see a reduction in debris, at least in key areas.

Along the trail, there won't be under the rapid debris removal.

I can tell you what is not going to happen.

The bridges that have been destroyed.

Will will still be in place, so we are not removing those under the rapid debris removal.

I know one of the questions we had was concerning.

Hazardous materials. Right now, the main hazardous materials are the creosote bridge Timbers and those have to be disposed of as a special waste under Virginia law.

So that's the the main things that we are dealing with right now under the rapid debris removal.

And I'll get you the answer on the the emergency, the permitting and all of those questions, I'll get you answers from the engineering group on those.

OK. Are there any other very general questions or anything else that we can do that might make the process more efficient for you?

OK, if you have any questions, please feel free to shoot me those.

If you have not asked for access to the technical library again, please send me an e-mail with the person that needs access.

I'm trying to limit it to one person per the company because if I get swamped with emails it I don't want to lose anybody in the e-mail rush.

So if you still need access, I sent out an e-mail. It's.

Earlier send me the name and e-mail address and I will get them access to that.

Should be within a minute or two of you sending the e-mail.

So at this point I'm going to stop the recording.
