About this opportunity
The Department of the Navy Military Sealift Command is soliciting an indefinite-delivery, indefinite-quantity contract for worldwide underwater hull maintenance and repair services on MSC vessels, with proposals due September 3, 2026 at 5:00 PM Eastern Time. This is a Women-Owned Small Business set-aside, restricting competition to WOSB concerns.
Place of performance is worldwide, with administrative oversight at Norfolk, Virginia. The contract runs from August 10, 2026 through February 9, 2032, consisting of a five-year base ordering period plus a six-month option. Minimum order value is $15,000; maximum per order is $10 million. The government has established a fixed travel and material cost estimate of $7,532,616 for the entire period.
Services encompass full and interim hull cleaning, partial cleaning using specialized equipment, hull inspections and surveys, incidental repairs including cofferdam design and fabrication, non-destructive examination, underwater coating application, and diver support across three geographic zones (Atlantic Waters, Pacific Waters, and European/African/Arabian Peninsula Waters). Work covers 30 ship classes ranging from supply ships to amphibious vessels. All hull cleaning must comply with Naval Ships Technical Manual Chapter 081; propeller cleaning requires completion of NAVSEA online training; visual technical inspections require NAVSEA/DCMA certification.
The contractor must possess American Bureau of Shipping Recognized External Specialist certification for in-water surveys and obtain CMMC Level 2 certification before award. Key personnel must include a Program Manager with Master Diver or commercial Dive Supervisor certification and 3,000 logged dive hours; dive supervisors with 2,000+ hours; divers with 1,000+ hours. All personnel must read, write, speak, and understand English fluently. The contractor must demonstrate capacity to execute a minimum of two active task orders simultaneously across multiple global locations.
Proposals are evaluated on Corporate Experience and Certifications (pass/fail), Innovative Approach, Past Performance (up to three relevant contracts, weighted more heavily than innovative approach), Small Business Participation Commitment (pass/fail), and Price. Pricing must be submitted as fully burdened labor rates across five ordering periods and the option period in Excel format; all task orders will be firm-fixed-price. The NAICS code is 488390, with a size standard of $47 million. The PSC code is J020. Questions on recent amendments were due August 26, 2026.
