Summary: Cofferdam and Freeboard Requirements for Ship Repairs
This is a Safety Management System (SMS) procedure document for the Military Sealift Command (MSC) Government Operations that establishes minimum design, fabrication, and installation requirements for cofferdams and freeboard during waterborne repair operations on MSC vessels. The procedure applies to all government-operated ships and becomes effective on 28 May 2025.
The procedure mandates that ships maintain watertight integrity at a minimum of four feet above maximum calculated draft during repairs involving access openings, hull plating replacement, welding requiring pre-heating, modifications affecting watertight integrity or stability, and piping/mechanical repairs with less than double-valve protection. Contractors must develop a Formal Work Package (FWP) for each cofferdam installation, incorporating compliance standards from the "Underwater Ship Husbandry Manual" (reference 5.3) and obtaining Master approval prior to work commencement. The Chief Engineer serves as the Authorizing Officer for lockout procedures involving single-valve isolation from the sea. Required forms include SMS Checklist 10.7-002-01-ALL for FWP requirements, SMS Form 10.7-002-01-ALL for single-valve isolation authorization, and SMS Form 2.1-004-04-ALL for Master's approval. The procedure incorporates risk management protocols, lockout/tag-out requirements, incident and casualty reporting obligations, and identifies the Office of Primary Responsibility as N72, supported by N75, N76, Program Managers, and Port Officers.

5.6. SMS Procedure 2.1-019-ALL "Operational Risk Management"
6. DEFINITIONS
6.1. Cofferdam - Any plug, patch, or dry-chamber installed externally to the hull of a ship or other vessel type, at or below the waterline in order to secure or dewater an area or system to enable shipboard or diver personnel to conduct repairs to the hull or system.
6.2. Maximum Calculated Draft (MCD) - The maximum draft, calculated during the period in which ship's draft is affected due to evolutions which add, remove, or change weight. It represents the worst case cumulative effect at any one time on trim, list, or draft for the proposed weight changes throughout the period that hull penetrations are in a non-standard configuration. MCD must be known and utilized by MSC ASHORE and Ship's Force in scheduling work and testing during waterborne maintenance and/or repair periods.
6.3. Formal Work Package (FWP) -A process control procedure that contains at a minimum the requirements as outlined in paragraph 3.3 above preferably in the order listed in SMS checklist 10. 7-002-01-ALL "Cofferdam Formal Work Package Requirements."
6.4. Double Valve Protection - Maintaining any two of the following boundaries simultaneously:
6.4.1. A ship's sea chest closure valve
6.4.2. An internal sealing blank installed immediately after the internal piping or watertight boundary is opened
6.4.3. An external cofferdam
