About this file

These documents comprise Service Contract Act (SCA) wage determinations issued by the U.S. Department of Labor's Wage and Hour Division for diving services contracts across multiple geographic areas and time periods. The determinations establish prevailing wage rates and fringe benefits that federal contractors must pay employees performing diving-related work under government contracts.

The wage determinations cover occupations including Diver (47040) and Diver Tender (47041) across various geographic locations: Texas counties (WD 2002-0261, Revision 51, dated 12/03/2025); Mid-Atlantic and Southeastern states (WD 2007-0134, Revision 32, dated 12/03/2025); California's San Diego County (WD 2019-0183, Revision 21, dated 12/03/2025); Pacific territories including Guam, Northern Marianas, and Wake Island (WD 2019-0278, Revision 21, dated 12/03/2025); Hawaii and Pacific island areas (WD 2020-0160, Revision 20, dated 01/20/2026); Alabama's Mobile County (WD 2023-0142, Revision 9, dated 01/20/2026); New Jersey's Monmouth County (WD 2023-0197, Revision 8, dated 01/20/2026); and Pennsylvania's Philadelphia County (WD 2025-0040, Revision 3, dated 12/03/2025). Hourly wage rates for divers range from $27.14 to $71.30 depending on location, with Diver Tender rates ranging from $20.98 to $40.74. All occupations receive standardized fringe benefits including health and welfare ($5.55 per hour standard rate, with special Hawaii and Executive Order 13706 rates), vacation accrual (two to four weeks based on service length), eleven to twelve paid holidays annually, and uniform allowances. Additionally, WD 2026-0038 (Revision 1, dated 4/16/2026) establishes rates for a Navy diving services contract covering multiple states and specialty occupations including Program Manager, Dive Supervisor, Console/Rack Operator, and Log Keeper, with detailed occupational requirements for each classification. All determinations reference Executive Orders 13706 and 13658 regarding paid sick leave and minimum wage requirements for federal contractors.
