About this file

This is a Performance Questionnaire attachment for evaluating contractor qualifications and capabilities in response to the underwater hull maintenance and repair services solicitation.

The questionnaire serves as an evaluation tool for assessing offerors' experience, technical qualifications, and past performance in providing diving services related to hull cleaning, hull inspection, incidental repairs, cofferdam services, and ship husbandry on the underwater portions of vessels. As an attachment to solicitation N3220526R0002 issued by the Department of the Navy Military Sealift Command, the questionnaire is designed to gather standardized information from all offerors to facilitate comparative evaluation. Responses to the performance questionnaire are due by 5:00 PM Eastern Time on 17 July 2026, coinciding with the proposal submission deadline. The specific content and detailed questions within the questionnaire template establish the criteria by which the government will assess contractor capability to perform worldwide underwater maintenance and repair services on MSC Government Owned, Government Operated (GOGO) vessels.
