The purpose of this notice is to provide an update to the Notice to offerors dated, February 16, 2018. Amendment A0009 is now expected to be released on Wednesday, February 28, 2018.


U.S. Customs and Border Protection would also extend an invitation to all offerors who have submitted proposals in response to the Department of Homeland Security, Solicitation Number 2017036109, to a webinar on Monday, March 5, 2018. Please reserve your calendars.


The purpose of the webinar is to provide instructions/guidance on the content of the upcoming Amendment 0009. Additional details to follow.

NOTICE TO OFFERORS


February 6, 2018


The following notice is issued to Offerors who have submitted a proposal in response to the Department of Homeland Security, Solicitation Number 2017036109.
Following the receipt of proposals, the Executive Agent for this acquisition, U.S. Customs and Border Protection (CBP), has determined that it is in the best interest of the Government to amend the solicitation and allow for the resubmission of proposals in their entirety. In accordance with FAR 15.206(c), the forthcoming amendment will be issued to Offerors who have not been eliminated from the TacCom II competition. To ensure completeness and proper submission by Offerors, CBP intends to issue the amendment with a detailed solicitation checklist to aid Offerors in their resubmissions. Nonetheless, it is the obligation of each Offeror to exercise diligence to ensure full compliance with all requirements of the solicitation in a proposal resubmission, including but not limited to each and every instruction contained in Section L.


Therefore, upon the issuance of the forthcoming amendment, any Offeror who has not been advised by CBP of their elimination from the competition as of the date of the amendment must resubmit their proposal, including careful completion of the mandatory checklist to be provided.


CBP anticipates that Amendment A0009 will be released the week of February 12, 2018.

The following notice is issued to Offerors who have submitted a proposal in response to the Department of Homeland Security, Solicitation Number 2017036109.

U.S. Customs and Border Protection (CBP) issues this notice to advise prospective offerors on recent decisions made on the status of the Tactical Communications II (TacCom II) Solicitation. These decisions were made in coordination with Department of Homeland Security (DHS), Office of Small and Disadvantaged Business Utilization (OSDBU), Strategic Sourcing Program Office (SSPO), and Joint Wireless Program Management Office (JWPMO). A decision has been made that DHS will not pursue a waiver to the non-manufacturer rule and will remove the small business set-aside track for Technical Category 1 (TC1), Equipment. The basis for this decision is derived from results of the Request for Information (RFI), indicating that it is not practicable to establish a set-aside track for TC1. Delivery Orders may still be issued using a set-aside where there is a reasonable expectation of obtaining offers from two or more responsible small business concerns that are competitive in terms of market prices, quality, and delivery expectation, and can fulfill the requirement in compliance with FAR 52.219-14. Technical Category 2 (TC2), Services, will continue to have both a small business set-aside track and unrestricted track.

At this time, the Government anticipates that the second Draft RFP will be released on July 7, 2017.


CBP wishes to thank you for your responsiveness to the RFI issued in support to the TacCom II solicitation and appreciates your continued commitment to supporting this program.
