TACCOM II - REQUEST FOR PROPOSAL 2017036109 – AMENDMENT A0010
March 15, 2018
This amendment (A0010) is issued “only” to the Offerors that submitted an initial proposal in response to the Department of Homeland Security, Solicitation Number 2017036109.
Therefore, Offerors who have not been advised by CBP of their elimination from the competition as of the date of this amendment must resubmit their entire proposal, in careful consideration of the changes addressed in this cover letter, the RFP, and its associated documents.
To ensure completeness and proper submission by Offerors, this amendment includes instructions that address areas where key changes to have been made within the RFP. Nonetheless, it remains the obligation of each Offeror to exercise diligence to ensure full compliance with all requirements of the solicitation in their proposal resubmission, including but not limited to all instructions contained in Section L.
U.S. Customs and Border Protection (CBP) issues amendment (A0010) to provide a revised RFP along with its associated documents.
TACCOM II RFP Deadline:
· Proposals must be received by or before Friday March 30, 2018 at 4:30 P.M. Eastern Standard Time
RFP Highlights:
The RFP includes highlights addressing recurring questions in response to the RFP. CBP wishes to emphasize the following items specifically:
· Clause FAR 52.212-3 and Section L address instructions for responsiveness to Section K.
· Proposal file submissions as directed by the Proposal Format Table may be separated, only to the extent necessary to meet the above file size restrictions
· For Past Performance Rating Forms completed prior to the release of Amendment 3 (A0003) not indicating the applicable period of performance, an e-mail validating the Period of Performance evaluated from the cognizant Contracting Officer or Contracting Officer Representative shall be attached
TACCOM II RFP Changes (General) The Government has marked substantial changes in red; however, the Offeror must fully review the RFP to capture all modified content. The Government is not responsible if the Offeror missed an aspect of the RFP that changed and affects its proposal. Responsibility is on the Offeror to review ALL aspects of the RFP, including attachments.
Notable Changes in the RFP:
· Instructions for addressing contract number errors in the Past Performance Rating Form.
· Supplemental instructions for State and Local government projects.
· Instructions for post-proposal submission of signed CO-COR Certification Forms
· Instructions for unsigned Relevant Experience Project award forms.
RFP Attachment Changes:
1. TACCOM II TC1/TC2 PROPOSAL WORKBOOK (including the TACCOM II SELF SCORING WORKSHEET)
· Changes to Relevant Experience Qualification Tabs, Tabs (F5 A-C) regarding State/Local government projects
· Updates to Self-Score Worksheet Instructions
· Changed the format of the “Evaluator” field in the Self-Scoring worksheet from yellow to blue (to be filled out by government)
