Notice to Offerors - TACCOM II – Request for Proposal 2017036109 – Post Webinar Notice - Questions and Answers – Pending Amendment A0010
On Monday, March 5, 2018, we held a webinar to provide an overview of the changes associated with amendment A0009. We held the webinar as a courtesy to help Offerors with their proposal re-submissions; however, nothing said at the webinar (or written in the chat box) changes or supersedes the written solicitation and its amendments. The government wishes to emphasize that the webinar and Q&A is not a substitute for the offeror’s responsibility to read, understand and be responsive to the instructions of the RFP.
In addition to the webinar, the following instructions are provided for and apply to all Offerors:
1. During the webinar, we received a considerable number of questions that illustrate an inadequate comprehension of the TacCom II solicitation. These questions and the answers provided serve as a meaningful reflection of the intents of Amendment A0009: generally, substantive questions address the RFP instructions; the answers, in many cases, demonstrate unchanged instruction from the RFP.
In addition, other questions received on behalf of offerors following the webinar similarly address instructions already specified within the RFP. The opportunity for offeror questions is not provided to deliver responses that duplicate the RFP, and therefore, all offerors are strongly encouraged to thoroughly review the entire solicitation and pay strict attention to all the instructions provided to ensure full compliance with its requirements.
With the goal of being fully compliant with the provisions of the solicitation, please do not assume your proposal was compliant when initially submitted. It is imperative that offerors thoroughly examine the checklist tools provided through Amendment A0009. No offeror should excuse themselves from a diligent self-screening of proposal compliance.
2. We received a significant number of questions in response to the webinar and the TacCom II team has worked diligently to be responsive to each one. Those responses are included with this notice; however, a number of questions remain open and are marked as “RESERVED.” Those questions, regarding State and Local government entity projects, require additional consideration before a final response can be provided. CBP anticipates that those questions will be addressed with the release of amendment A0010.
3. This also serves as notice to all Offerors that amendment A0010 is forthcoming. This amendment will further clarify instructions for State/Local projects and provide changes as specified in the attached question and answer spreadsheet.
4. To provide ample time for you to assemble your proposals, the proposal due date will be extended with the release of A0010.
